1 PURPOSE
This document specifies the requirements for the provision of a Temperature Test Chamber to the Australian Antarctic Division (AAD).


2. THE NATURE OF AAD’S CURRENT BUSINESS AND ASSOCIATED SERVICE NEEDS
The AAD is the Government’s lead agency for implementing  Australia’s Antarctic Policy. The AAD is a Division within the Department of Environment, Water, Heritage and the Arts. More information in relation to AAD’s role and activities can be found on its web site: http://www.aad.gov.au.


3 SCOPE OF SUPPLY
The Supplier will be required to provide a one-off supply of a temperature test chamber. Tenderers should note that this Government business opportunity does not infer ongoing obligations to procure similar requirements after this tender.

4 TECHNICAL SPECIFICATIONS
Suppliers will need to address the following requirements:
· temperature range -75 to +80 Celsius guaranteed.
· it can go a few Celsius below -75. The performance below -75 is not fully specified.
· can hold temperature to within +/- 1.0 Celsius of the set point with high uniformity throughout the working space.
· The temperature rates for the empty chamber are:
Cooling
+20 to -40 Celsius: average rate of -2.0 Celsius/minute or better
-40 to -60 Celsius: average rate of -1.0 Celsius/minute or better
-60 to -75 Celsius: average rate of -0.5 Celsius/minute or better
Heating
-75 to +20 Celsius: average rate of +2.0 Celsius/minute or better
· The heat compensation (heat from a test specimen) in the working space
about 400 W at -40 Celsius
about 300 W at -60 Celsius
about 100 W at -75 Celsius
· one side of the working space must be equal to or greater than 1320 mm.
· the chamber must have a window and an internal light for the working space.
· the chamber must have a cable port of diameter 50 mm or more
· control system: must have manual control, and be controllable from a computer via IEEE 488 GPIB
· the refrigeration system must be air cooled (does not need water or liquid nitrogen)
· it runs from a 415 Volt 3 phase 50 Hz electrical supply.
· The chamber must fit through a door 1420 mm W x 2600 mm H for installation in our building. If necessary door width could be increased to 1470mm.


The most important specification is the ability to reach -75 Celsius. This is not negotiable. We would prefer -80 Celsius as the minimum temperature because some of our equipment must work at -80 or lower temperatures.
Another important specification is the 1320 mm minimum dimension. We need this so we can fit our equipment into the chamber. The working space need not be a cubic shape; a rectangular shape is more useful for us. We can relax the 1320 mm
minimum dimension to 1300 mm if necessary. We would reduce it below 1300 mm only if unavoidable.


5. TIME
Delivery of temperature test chamber to AAD, 203 Channel Highway, Kingston, Tasmania, 7050, needs to be no later than the 1st June 2009.


6. ENVIRONMENTAL REQUIREMENTS
The Antarctic environment is protected by Australian laws, many of which reflect our obligations under the Antarctic Treaty and other international agreements.
Amongst other things, these laws prohibit the taking of certain materials to Antarctica and the Territory of Heard Island and McDonald Islands. In addition to prohibited items, other materials and methods of packaging are considered undesirable due to their potential environmental impacts.

Strong consideration will be given to the Supplier that supports the AAD environmental commitment.


7. COSTS AND PRICING
The Supplier will identify any additional costs over and above the unit price.
Note: all fees, costs and prices to be GST exclusive with GST component identified separately.

The Supplier is to identify the period (if any) that prices will remain firm for all items.
Suppliers who have previously sent unsolicited quotations for similar products will need to resubmit their submissions to meet the terms and conditions of tender and to reflect possible price variations.


9. ADDITIONAL SERVICES
While the Supplier must tailor their bid to the specifications shown in the Statement of Requirement, the AAD may consider a solution that will offer Services above the minimum requirement.
If the Supplier has additional services that may be of value or assistance to the AAD, they are to identify and cost the services separately.

The supply of Services is to be provided in accordance with the Statement of Requirement (SoR) at Attachment A of the RFT and subject to the terms and conditions set out in, or referred to, in RFT 09/190 Temperature Test Chamber. Neither the lowest or any tender may necessarily be accepted.  The AAD reserves the right to abandon or terminate any aspect of the RFT at any stage if it is not in the public interest to proceed.  Late tenders will not be accepted and Tenders forwarded by facsimile or email may not be accepted.Tenderers should note that the Draft Services Agreement is indicative of standard terms and conditions that will form the basis of a formal agreement only and any contractual arrangement with a preferred tenderer will be subject to change. The AAD reserves the right to consider alternative terms and conditions of contract.
