The Organ and Tissue Authority (OTA) is seeking the services of appropriately qualified individual(s) or organisation(s) to deliver training modules that provide health professionals with skills to:

·         Communicate with families in acute grief due to critical illness or sudden death of a family member;

·         Support families dealing with sudden death of a family member;

·         Inform families about the opportunity of organ and tissue donation; and

·         Support families to make a proactive and informed decision about donation.

The OTA is seeking specifically skilled training providers to nationally deliver the modules of the Professional Education Package (PEP) including the one day Australasian Donor Awareness Program (ADAPT) workshop, a two day Core Family Donation Conversation  (cFDC) workshop and a one day Practical Family Donation Conversation (pFDC) workshop. These workshops will be co-facilitated with clinicians from various jurisdictions.

Tenders must indicate in their proposal the state and/or territory where they can conduct training of the modules. For example, delivery of the training modules is likely to be conducted by different training providers across Australia. A Tenderer may apply to deliver the training in specific states or territories (ie. Only in NSW or across the east coast including Qld, NSW and VIC).

In compliance with the Commonwealth Procurement Rules (CPRs), the Commonwealth will exclude a Tender from further consideration if the Commonwealth considers that the tendererdoes not comply with the following condition(s):

(a)     Capacity to comply with the draft contract conditions from a commercial, financial or technical perspective (Part A Section 4.7).

(b)     Included a signed declaration with their submission that they have not engaged in collusive tendering or received improper assistance in compiling their Tender.

(c)     Include a signed declaration with their submission that they do not have any adverse Court or Tribunal decision for a breach of workplace law, occupational health and safety law, or workers’ compensation law in the past two years preceding the date of this RFT.

(d)     Tenderers must have, or be prepared to obtain if engaged, the following levels of insurance and indemnity coverage in place for this project assignment (refer attached contract clauses referring to insurance and indemnity):

·               Workers Compensation to an amount required by law,

·               $20,000,000.00 Public Liability, and

·               $2,000,000.00 Professional Indemnity.

The OTA requires the Contract to commence in May 2013 to allow time to train and support the successful Tenderer/s to deliver the modules from July 2013.
