The PHCRED Strategy is a program funded by the Australian Government (around $100 million from 2000-10) to improve Australia’s capacity to produce high quality primary health care research.

The key evaluation objectives are to determine the efficiency, effectiveness and appropriateness of the Strategy and its individual components, and to develop opportunities for possible future improvements to the Strategy, and/or alternative options to the Strategy.

Proposals for this evaluation will be required to demonstrate a high level of evaluation expertise. A knowledge of the primary health care research environment is desirable.

Parties interested in tendering must address the evaluation criteria in the format outlined in the Request For Tender document, available in the first instance by registering on the Department's internet site at www.health.gov.au/tenders.

In compliance with the Commonwealth Procurement Guidelines (CPGs), the Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with the following condition(s):

(a) Capacity to comply with the draft contract conditions from a commercial, financial or technical perspective.

(b) Tenderers must have the following levels of insurance and indemnity coverage in place for this project assignment at time of submitting a tender:

  • Workers Compensation to an amount required by law,
  • $10,000,000 Public Liability, and
  • $10,000,000 Professional Indemnity.

Indicative timeframe is November 2007 to early 2009 and final timeframe to be negotiated with the successful evaluator.
