GroundCover™ Newspaper is currently the bi-monthly national flagship Newspaper published in both hard copy and in digital format by the GRDC.  GroundCover™ informs the grains industry of current GRDC research investments and includes reports/stories on industry priorities and emerging issues.  GroundCover™ Newspaper and Supplements are regarded by growers and other stakeholders as a premier, high-valued source of information (both in print and digitally) about GRDC-supported RD&E investments. They deliver relevant, timely articles that raise awareness of GRDC investments, summarise key research findings, and explore implications and share experiences of adopters (case studies).  Examples of previous issues of GroundCover™ Newspaper can be viewed or downloaded at: https://grdc.com.au/resources-and-publications/groundcover/issues

GroundCover™ Supplements are also published bi-monthly in hard copy and digital format and distributed as an insert in the GroundCover™ Newspaper.  There are synergies between the content of GroundCover™ Supplements and GroundCover™ Newspaper but each represents a different approach to presentation and depth of coverage of GRDC’s research investment portfolio.  Examples of previous issues of GroundCover™ Supplement magazines can be viewed or downloaded at: https://grdc.com.au/resources-and-publications/groundcover/issues

GroundCover™ Newspaper and Supplements are regarded by growers and other stakeholders as a premier, high-valued source of information about GRDC-supported RD&E investments. They deliver relevant, timely articles that raise awareness of GRDC investments, summarise key research findings, and explore implications and share experiences of adopters (grower case studies).

Both GroundCover™ Newspaper and GroundCover™ Supplements have a readership that mainly comprises grain growers, consultants, agronomists, researchers, agribusiness and organisations that service the grains industry.  The primary purpose of the content of both these publications is to raise awareness of R, D & E outcomes and assist grain growers in adopting new farming practices to ensure enduring profitability.  Content also delivers benefits to other participants in the Australian grains industry value chain, the wider Australian community and the research community in Australia and overseas.

New approach to GroundCover™ product series

 

The GRDC is open to exploring alternative modes of delivery and frequency of GroundCover™ newspaper and supplements and will consider different approaches based on a sound understanding of the target audience. Feedback received by GRDC as part of its most recent Products and Services surveys will be provided to tenderers upon request.

The previous frequency and approach of the delivery of GroundCover™ is outlined above, but GRDC is not committed to this approach post June 2018, and is looking for an innovative contractor who can provide an industry best practice approach that is nimble and that meets the evolving needs of GroundCover™ subscribers.

GRDC is also seeking a best-practice and innovative approach to the digital presentation and publication of GroundCover, on GRDC’s website and potentially other digital platforms.

Due to the multi-disciplinary nature of the services, the GRDC acknowledges that tenderers may need to locate and enlist the services of specialist sub-contractors to deliver an industry best practice approach that is valued and meets the needs of GRDC’s stakeholders. The provision of services by sub-contractors is generally acceptable provided those services are fully managed and remunerated by the successful contractor.  The GRDC will retain full editorial control of the content of GroundCover™ Newspaper and GroundCover™ Supplements.  The GRDC will not consider ‘joint’ tenders and will only contract with a single legal entity or recognised firm of partners.  The contractor will be the sole point of contact with the GRDC’s Publications Manager and will be responsible for delivery of the Supplies.

This contract will be for a period of up to two years.

Tenderers must familiarise themselves with further information found at https://grdc.com.au/Apply/Current-Tenders/ Provision and Delivery of an Industry Best-Practice Approach to GRDC's GroundCover Product Series including terms and conditions of participation, required form of response and draft contract. 

:

1. The Applicant must be a single legal entity or recognised firm of partners.

2. The Applicant must be financially viable. For the purposes of this condition, “financially viable” means that the Tenderer has not had any of the following events occur in respect of it:

(a) a meeting of creditors being called or held within the past five years;

(b) the appointment of a liquidator, provisional liquidator or administrator within the past five years;

(c) the appointment of a controller (as defined in section 9 of the Corporations Act (2001), or analogous person appointed, including in respect of any of its property within the past five years;

(d) a failure to comply with a statutory demand in respect of the payment of any debt;

(e) an inability to pay debts as they fall due or otherwise becoming insolvent;

(f) becoming incapable of managing its own affairs for any reason;

(g) taking any step resulting in insolvency under administration (as defined in section 9 of the Corporations Act 2001);

(h) entering into a compromise or arrangement with, or assignment for the benefit of, any of its creditors, or any analogous event.

3. The Applicant and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012.

 

4. The Applicant must include in its application details of any known circumstances that may give rise to an actual or potential Conflict of Interest with GRDC in responding to this procurement. The Applicant's response will be taken into account in the evaluation.
