The Department of Foreign Affairs and Trade (DFAT) and its portfolio agencies (DFAT) invites tenders from organisations that have the professional capability, resources, experience and personnel to provide an ICT Service Desk to service DFAT’s ICT users within DFAT and in other government agencies who use DFAT ICT Services in Australia and overseas. The Service Desk will support a broad range of ICT services of different security levels, including networked desktop computing, mobile computing, networked and mobile telephone services and some audio visual services.

An industry briefing will be held on DFAT’s requirements in this RFT at DFAT, R G Casey Building, Brisbane Avenue, Barton, A.C.T. on 2 April 2009 at 10:00am. Tenders who intend to attend the briefing must notify DFAT before 4:00pm on 1 April 2009, by contacting Craig Stokes at icbtenders@dfat.gov.au.  Please send details of a contact person and the number of persons who will be attending on your behalf. Any information provided at the briefing will be provided subject to the conditions in this RFT. For Tenderers who are unable to attend the industry briefing, a copy of any additional information provided at the briefing will be available from the DFAT website, or the Contact Officer on request.

Tenderers must demonstrate compliance with the following Conditions of Participation:

(a) the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cwlth);

(b) the Tenderer (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as terrorists under the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2008;

(c) the Tenderer must not be bankrupt or insolvent; and

(d) the Tenderer must not have any judicial decision against it relating to employee entitlements (not including decisions under appeal), that has not been met in full by the Tenderer.

Tenderers will be able to demonstrate their compliance with the above Conditions of Participation by completing section 3 of Schedule 3 (Tender Response).
