The Commonwealth of Australia as represented by the Overseas Property Office (OPO) within the Department of Foreign Affairs and Trade (DFAT), is seeking Tenders from either an individual or an organisation to provide Project Director services during the Works Contractor tender and the construction of Australia's new Embassy Complex in Bangkok, Thailand.  Tenderers are to note that a separate organisation is being appointed to provide Construction Project Management Services.

The complex will comprise a Chancery, residence for the Ambassador, perimeter guardhouses and other security installations.  The terms and conditions of the invitation, together with a description of the services sought, are set out in the Request for Tender (RFT) available on the Austender website at https://www.tenders.gov.au.

Registrations are invited from suitably qualified organisations or individuals wishing to participate in this project.  Organisations or individuals having relevant Project Director experience on similar projects, and representation within Thailand or the South East Asian region are particularly encouraged to register interest.

The Project Director will be the Overseas Property Offices (OPO's) representative in Thailand and will report directly to the Assistant Secretary of the OPO Property Projects Branch. The full title of the role will be OPO Project Director.

The organisation or individual will be expected to provide OPO Project Director services on-site for the duration of the construction period.  These services are to continue post construction up to the occupation and operations of the complex by the Embassy.

The OPO Project Director will be will be expected to ensure that the Project Management organisation manages and oversees the delivery of the works in accordance with the Project Management Plan, which they will have developed, and the Cost Plan as developed by the Cost Planning Consultants.

The OPO Project Director will also ensure all works are delivered through collaboration and co-operation between the Project Managers, the design consultant, the cost planner, the Head Works Contractor and other major stakeholders. The construction is anticipated to be delivered using a traditional lump sum contract.

The OPO Project Director services as also to be delivered under a fixed lump sum contract.  However, tenderers are to note the reimbursable sections within the RFT documentation.

Respondents are to note that this is the only stage in this procurement process.  It is not anticipated that there will be any further approach's to the market for these services.

Email and or faxed Responses will not be accepted. Responses must be placed in the above Tender box by the published closing time.
Tenderers are to note the security screening requirements as noted in the RFT documentation and ensure time it allowed for this process prior to the closing time.

The respondent confirms that they comply with the conditions of participation below:

a. Respondents and their subcontractors must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (see clause 5.3);
b. Respondents and their subcontractors must not be named on the list of persons and entities designated as terrorist under the Charter of United Nations (Dealing with Assets) Regulations 2008;
c. Respondent must not be bankrupt or insolvent;
d. Respondent has relevant prior experience in the provision or supply of the type of Goods and Services as required by this RFT; and
e. The Tenderer does not have an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of workplace relations law, work health and safety law, or workers' compensation law and the tenderer has not fully complied, or is not fully complying, with the order.
