The Department has worked together with stakeholders to create an Integrated Service Delivery Framework to bring the four existing support programs together into a single program to deliver needs- and risk- based services to Clients in order to resolve their immigration status.  The resulting program is known as Status Resolution Support Services (SRSS Program).

The Department seeks to engage suitably qualified organisations to perform all Services in each service category within their nominated Geographic Region(s). The Geographic Regions are divided by Australian state and territories and includes the Territory of Christmas Island.

The Services are divided into four sectors and include:
1. Client Transition In Services, which includes:
    a. client referral services;
    b. transit assistance services;
    c. reception and initial property induction services; and
    d. initial client payment services.

2. Core Services, which includes:
    a. carer support services;
    b. independent observer services;       
    c. case worker support services;
    d. supporting client health;
    e. meaningful engagement;
    f. emergency relief;
    g. orientation assistance services;
    h. essential registrations services;
    i. accommodation support services; and
    j. movements within the SRSS program services.

3. Client Transition Out Services, which includes:
    a. client transition out plan;
    b. assisting client to exit a property;
    c. referring clients to other providers;
    d. assisting with essential registrations; and 
    e. other services.

4. General Services, which includes:
    a. program management and administration services, including:
        i. contract management, program implementation, planning and delivery;
        ii. communication with clients;
        iii. incident management and reporting services;
        iv. human resource management services;
        v. records management;
        vi. financial management services;
        vii. management of facilities and equipment; and
        viii. compliance with information technology requirements; and
    b. program governance and performance management services, including:
        i. compliance with the Department's governance framework;
        ii. meetings;
        iii. performance management services;
        iv. reporting;
        v. provision of contract deliverables; and
        vi. cooperation with enquiries and investigations

The Department will be conducting an Industry Briefing session in Canberra on:

Location:   University of Canberra, University Drive South, Bruce ACT 2617

Time:  9:00am – 5:00pm (local Canberra Time)

 

Participation and attendance at the Industry Briefing is not compulsory.  All tenderers that wish to attend the Industry Briefing must pre-register by 3.00 pm (AEST) Monday 10 June 2013 by emailing dstenders@immi.gov.au in accordance with the detail contained in the Request for Tender.

Tenderers must meet the following Conditions for Participation in order to participate in the tender process:

(a) The Tenderer must not be named by the Workplace Gender Equality Agency as an employer currently not complying with the Workplace Gender Equality Act 2012 (Cth), unless the Tenderer has obtained a letter of compliance from the Workplace Gender Equality Agency and attaches this letter to its Tender or provides this letter to the Department separately prior to Closing Time;

(b) The Tenderer must confirm that, to the best of its knowledge after making diligent enquiry, neither it, nor its Subcontractors are currently engaging Illegal Workers;

(c) the Tenderer and its proposed Subcontractors are not listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and

(d) The Tenderer must confirm that neither it, nor any proposed Subcontractor, has a judicial decision against it relating to employee entitlements that is not under appeal or unpaid.
