Tenders with relevant Engineering qualifications and Contract & Programme Management experience are invited to bid for the role of Contract Manager for three existing Through Life Support (TLS) contracts. This role also requires the successful tenderer to provide Engineering and Maintenance Support for the Training Area (TA) Safety & Control Systems and Hybrid Power Systems supported under the TLS contracts. This includes Programme Management of the maintenance and other support activities provided under the TLS contracts and for the successful tenderer to form part of the Design Authority for the Safety & Control Systems.

The Commonwealth has established Safety & Control Systems (VHF and UHF radio communication and tracking systems) at 25 permanent Defence TA in all states and territories of Australia to enhance the provision of a safe training environment for Australian Defence Force training activities. The Hybrid Power Systems (four Solar-Diesel power facilities) provide mains quality electricity to three TA in the Northern Territory.

TLS contract 1: has been established to maintain and support four Hybrid Power Systems at three Northern Territory TA;
TLS contract 2: has been established to maintain and support Air Safety Net at Shoalwater Bay Training Area (SWBTA) and Bradshaw Field Training Area and the Direction Finding System at SWBTA;
TLS contract 3: has been established to maintain and support the Standard Training Area Range Safety Net (STARSN) on 25 TA throughout Australia, the Umpire Network at Shoalwater Bay Training Area and RangerNet Systems at Beecroft.

The Hybrid Power Systems are those systems supported under TLS contract 1, while the Safety & Control Systems are those systems supported by TLS contracts 2 and 3.

The successful tenderer will be required to provide engineering expertise in order to function as part of the Design Authority for the various Design Certified systems and to manage the TLS contracts on behalf of the Commonwealth. Also the successful tenderer will be required to programme manage and coordinate the maintenance and support activities of all three TLS contractors. Refer to the attached tender documents for a detailed description of the role of the successful tenderer.

The role of the successful tenderer will be overseen by the Directorate of Training Area Management (DTAM).  Both the successful tenderer and DTAM will form part of the System Support Management Agency (SSMA) for the Safety & Control Systems and Hybrid Power Systems.

The Safety & Control systems are situated on 25 major TA across all states and territories of Australia. The Safety & Control Systems are stand alone systems on each of the 25 TA and are not networked from one TA to the next. The majority of the infrastructure associated with the Safety & Control Systems and Hybrid Power Systems are located in remote areas. Many of the sites are accessible only by Helicopter.

Tenderers must insure that the tender number AZ4126 is clearly visible from the outside of the packaging containing their tender documents. Hard cover bound documents are to be avoided where possible. Refer to section 4 of the Conditions of Tender document for further lodgement instructions.

The Commonwealth will exclude a tender from further consideration if the tender does not comply with the Commonwealth’s security requirements.  Classified content in tenders must be avoided where possible.  If this cannot be achieved, tenders containing classified content must be prepared and transmitted in accordance with procedures outlined in the Conditions of Tender document.
