Information and Communication Technology (ICT) Services, Commercial off the Shelf (COTS) Software, and Hardware
The Commonwealth of Australia represented by the Department of Finance and Deregulation (Finance) as lead agency is making an open approach to the market to seek offers from organisations with the capacity and capability to provide ICT Services, COTS Software, and Hardware.
Finance is acting on behalf of the agencies within the Finance and Deregulation Portfolio which are subject to the Financial Management and Accountability Act 1997 (FMA Act). In addition to Finance, these agencies are the Australian Electoral Commission (AEC), ComSuper, and the Future Fund Management Agency (Future Fund).
Finance is seeking to establish a Panel of Providers, under a standing offer arrangement, with the ability to provide a range of ICT Services, COTS Software, and Hardware
Exclusions from the scope of this RFT are:
(a) ICT contractors, that is 'labour hire' contract personnel who work solely under the direction of the Portfolio Agency (akin to APS staff) and who do not insure for or accept liability for the full ICT deliverable; and
(b) ICT goods and services addressed by existing or planned whole-of-government coordinated procurements.
An industry briefing will be held in Canberra on 29 November 2011. Attendance at the industry briefing is recommended but is not a requirement or a prerequisite to lodging a Tender. Finance will advise Tenderers of the venue and time for the industry briefing at the time of arranging attendance as set out in clause 10.3(a) of PART A – Request for Tender.

An initial term of three years, with an option (to be exercised at Finance's discretion) to extend by a period of two years and a further option (to be exercised at Finance's discretion) to extend by a period of one year (3+2+1).
