The Department of Defence is establishing a new Standing Offer Panel arrangement to deliver a broad range of Professional Services. 

The new Standing Offer Panel will include seven individual categories of services (Service Categories) and tenderers may bid to deliver one or more of these categories.  The seven Service Categories to be delivered are: (1) Business Management Services; (2) Procurement and Contracting Services; (3) Procurement Probity Services; (4) Financial Services; (5) Audit and Assurance Services; (6) Recruitment Support and Scribing Services; and (7) Business Services Labour Hire Services.  

Within a number of the Service Categories are indicative skill levels broken into two groups or Tiers. After deciding to tender for one or more Service Categories, tenderers must then decide whether to offer all skill sets within a Service Category (ie both Tiers) or only those skill sets within one of the two Tiers.

 The new Standing Offer Panel will replace a number of recently expired and existing panels and will operate for an initial period of three years with three further extension options, each of up to one year’s duration at Defence’s discretion.

The Defence Professional Services Standing Offer Panel resulting from this procurement process will be available to other Commonwealth Agencies.

An Industry Briefing will be held in Canberra on Thursday 25th July 2013 commencing at 3pm.  The location for the Industry Briefing will be in the Fitzroy/Derwent Rooms of the National Convention Centre, 31 Constitution Avenue, Canberra ACT.  Further instructions for tenderers regarding registration and attendance are contained in the Conditions of Tender.

 

Tenderers are to note that separate Word documents have been provided on AusTender in addition to the PDF versions of the RFT document set. The separate Word documents are to be used by tenderers in providing their tender response to Defence. Please further note that tenderers are to submit their Schedule of Rates and other pricing related information in a separate document (as provided) to the rest of the tender response.

 

Tenderers are to note that the evaluation of tenders for individual Service Categories may occur in a sequential manner, which could mean that not all Service Categories are evaluated concurrently.  This may mean that Deed commencement dates for individual Service Categories could vary.

Tenderers must meet the following Conditions for Participation:

(1)   full compliance with the proposed Conditions of Deed and provision of a Statement of Compliance with the Conditions of Deed indicating full compliance in accordance with Annex D to the Conditions of Tender;

(2)   full compliance with the Essential Requirements detailed in the Scope of Services at Attachment A to the Conditions of Deed and provision of a Statement of Compliance with Essential Requirements in accordance with Annex B to the Conditions of Tender;

(3)   provision of a signed Declaration by Tenderer in the form required at Annex A to the Conditions of Tender, including that the tender will remain open for a period of 9 months after the Tender Closing Time;

(4)   compliance with the Commonwealth’s security requirements in relation to the preparation and transmission of classified tenders and Defence security clearance requirements; and

compliance with the requirement that tenders must be written in English and use Australian legal units of measurement.

The standing offer panel will operate until 2nd October 2016.  At Defence's discretion, the duration of the Deed may be extended by up to one year at a time on three separate occasions. The maximum potential length of the Deed is six years.

The first Service Category under the Deed is expected to commence operation on 2nd October 2013.
