8.1.            Centrelink requires the successful Tenderer to provide suitably qualified trainers; (as required by 11.4 and 12.5) to deliver and assess the units that make up the:(a)            BSB51407: Diploma of Project Management; and(b)            BSB60707: Advanced Diploma of Project Management,            courses. 8.2.       A Registered Training Organisation (RTO):(a)        that has the qualifications or specific units of competency in its scope of registration; or(b)        that works in partnership with another RTO as specified in the Australian Quality Training Framework (AQTF) Standards for Registered Training Organisations,            must conduct training and assessment services in accordance with this Statement of Requirement and the requirements specified at: http://www.training.com.au/portal/site/public/menuitem.ef00d6d87159ba768017bfae17a62dbc/.8.3.       The training packages to be delivered are required to have endorsement by the National Quality Council (NQC) and are compliant with the core units endorsed on the National Register (NTIS). (http://www.ntis.gov.au/Default.aspx)8.4.       The Diploma of Project Management and the Advanced Diploma of Project Management must fulfil the requirements of the Australian Institute of Project Management (AIPM) for the participant to be recognised as a Certified Practicing Project Manager (CCPM) or as a Master Project Director (CPPD) respectively. Centrelink acknowledges participants must undergo separate activities to apply for registration with the AIPM for both certifications.8.5.       The successful Tenderer is required to provide training package support materials including without limitation:(a)        self-paced learner guides;(b)            assessment tools;(c)            professional development materials; and(d)        trainee record books.            (‘the Support Materials’)8.6.       The successful Tenderer must provide to Centrelink with details of the training packages to be delivered including course requirements, assessment process and timeframes and which would typically include without limitation:(a)        pre-reading material to be provided to the participants one week prior to the workshop;(b)        the Support Materials;(c)        a 3-day workshop covering the competencies units; (d)            assessment of each participant’s portfolio of work-based evidence;(e)            assessment interview to discuss the portfolio with the participants; and(f)         final assessment within twelve (12) months of initial workshop.8.7.       The Support Materials, case studies and examples must be relevant to project management in a government agency environment including, without limitation:(a)        policy development;(b)        large organisational change; and

(c)            information, communication and technology develop

(a)            Tenderers must submit pricing in accordance with the format specified in the Request for Tender document;(b)            Tenderers must be capable of supplying both the Diploma of Project Management and Advanced Diploma of Project Management training;(c)            Tenderers must hold current Registered Training Organisation membership. This means that they must have previously applied to the registering body in the state or territory where the organisation has its head office or where it will conduct most of its training/assessment and have demonstrated compliance with the nationally agreed standards set out in the Australian Quality Training Framework (AQTF 2007); and(d)            Tenderers must have current endorsement by the Australian Institute of Project Management to conduct both the Diploma of Project Management and Advanced Diploma of Project Management training.

Any Deed of Agreement awarded as a result of this RFT will be for three (3) years with Centrelink having two (2) options to extend the Term for one (1) further year each.
