The Commonwealth is seeking tenders for the provision of Integrated Base Services in the North Queensland region of Defence Support Group within Defence, in accordance with the requirements contained in this Request for Tender (RFT).
This RFT represents a new procurement strategy for the provision of support services to Defence. This new strategy involves a departure from the traditional two-phase tendering of individual regional Garrison Support Service Contracts and Comprehensive Maintenance Services Contracts towards a focus on a single-phase, integrated service delivery procurement solution, currently known as the Base Services Contract.
The Commonwealth requires that there be one Prime Contractor to become the Service provider to deliver all Base Services in accordance with this RFT. Each tender, including those where the Service Provider entity is a joint venture or consortium, must provide a single management structure for delivery of Base Services and to meet the Commonwealth's contract management requirements.
To be valid for acceptance, a tender must cover the full range of activities described in the Statement of Work at Part 4 of this RFT. Where sub-contractors are to be utilised, prospective tenderers must ensure the suitability of any sub-contractor for the specific work envisaged, and that all work performed by sub-contractors meets the requirements of the resultant contract. Prospective tenderers will be responsible for all work performed by sub-contractors.
An Industry Briefing will be held for all potential tenderers on 5 Feb 2008 at Lavarack Barracks, Townsville. Attendance at the Industry Briefing is strongly encouraged. Site Visits to the major Defence sites within Townsville will follow on 5 and 6 Feb 2008. A site tour of Defence sites in Cairns will be conducted on 8 Feb 2008.
An agenda outlining the specific Defence sites, dates and approximate timings will be provided via email by the ATM Activity Information Contact (AIC). Prospective tenderers wishing to attend the Industry Briefing and Site visits should advise the AIC as soon as possible but at the latest by 1300 hours (ACT local time), Friday 1 Feb 2008.
Prospective tenderers should note that the number of company representatives for both the Industry Briefing and Site Visits is restricted to a maximum of six (6) persons, and the number and names of these persons attending should be confirmed with the AIC. Prospective tenderers are responsible for costs of travel, meals, accommodation and associated expenses for the Industry Briefing and Site Visits.
Tenders must meet all of the Essential Requirements of this RFT.
The National Code of Practice for the Construction Industry and the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry, reissued June 2006, apply to this project. Tenderers must be compliant with this Essential Requirement.
The Australian Government's Building and Construction OHS Accreditation Scheme auhtorised by the Building and Construction Industry Improvement Act 2005 (Cth) and the Building and Construction Industry Improvement (Accreditation Scheme) Regulations 2005 (Cth) apply to this project. Tenderers must comply with this Essential Requirement.
Contract award / start date is expected to be 01 Oct 2008.
Contract completion / end date is expeted to be 30 September 2013.
