Background 

The Special Operations Facilities Program-Stage 1 project (SOFP) comprises: 

EST2097PH4 Special Operations Rotary Wing Facilities Project (SORW); and 

EST1508PH1 Special Operations Capability Enhancement and Continuous Development Program Facilities(GREYFIN).

EST2097PH4 and EST1508PH1 provide the facilities components for the LAND2097 Phase 4 Special Operations Rotary Wing Capability Project and LAND1508 Phase 1 Special Operations Capability Enhancement and Continuous Development Program (Tranche 2), respectively. Both component projects (EST2097PH4 and EST1508PH) propose to deliver works at Holsworthy Barracks, NSW and Campbell Barracks, WA.

Through combining EST2097PH4 and EST1508PH1 into a single project (SOFP), Defence intends to capitalise on similarities in timing, works locations and stakeholder groups to gain efficiency through development and delivery. 

It is proposed that the successful tenderer will be engaged under a single DSC-1 Contract covering both the component projects (EST2097PH4 and EST1508PH1) which are anticipated to be delivered under parallel design programs. Design Services are required to facilitate the development of the design and documentation, and provide delivery services for the construction works and associated supporting infrastructure for each of the component projects.

Scope 

EST1508PH1: 

The current project scope provides for the refurbishment of existing facilities and development of new facilities and infrastructure that directly support Special Operations (SO) capabilities and operations at Holsworthy Barracks, NSW, and Campbell Barracks, WA. 

The nominated delivery phase budget for EST1508PH1 is approximately $190 million.

EST2097PH4:

The project scope provides for the refurbishment of existing facilities and delivery of new facilities and infrastructure to directly support the introduction and sustainment of the new Special Operations Rotary Wing (SORW) capability being delivered through LAND2097 Phase 4. As Holsworthy Barracks will serve as the Main Operating Base (MOB) for the new SORW capability, the majority of the EST2097PH4 works are at Holsworthy Barracks, with Campbell Barracks serving as a supporting location. 

The nominated delivery phase budget for EST2097PH4 is approximately $326 million.

DSC Contract Update

The Tenderer should note that the updated DSC 1 (2021) Conditions of Contract is the basis for this Request for Tender, as published on the Defence Estate Quality Management System (DEQMS) website https://defence.gov.au/EstateManagement/.

Confidential Information

The Tender Documents contain Confidential Information. Further information regarding the Tenderer's obligations in respect of Confidential Information is set out in the Disclaimer and Confidentiality Agreement and the Tender Documents.

The Disclaimer and Confidentiality Agreement is available by clicking on "ATM Documents".

Tenderers are required to download, complete, duly execute and return the Disclaimer and Confidentiality Agreement by email to the Contact Officer.

Upon receipt of an executed Confidentiality Agreement, the Contact Officer will supply the Tenderer with copies of the Tender Documents, Tender Brief (excluding Sensitive Information) and Contract via return email.    

In the event the Tenderer wishes to proceed with obtaining the remaining information relevant to AZ6356 (i.e. Sensitive components of the Tender Documents, the Information Documents referred to in the Disclaimer and Confidentiality Agreement, and potential future Addenda and Information Documents) the Contact Officer will make this information available through an alternate means. Specifically:

1.Should a prospective tenderer wish to proceed with obtaining this information (i.e. Sensitive components of the Tender Documents, the Information Documents referred to in the Disclaimer and Confidentiality Agreement, and potential future Addenda and Information Documents), the tenderer is required to provide the Tender Administrator with contact details (name, email address and phone number) and Security Clearance ID for a point of contact nominated for receipt of / access to documentation relating to AZ6356 moving forward. This nominated point of contact must hold a current security clearance at or above Baseline level.

 

2.Subject to receipt of a correctly completed Disclaimer and Confidentiality Agreement and provision of contact details for a nominated point of contact holding a current security clearance (per point 1 above), a SharePoint account will be established for this nominated point of contact and the Tender Administrator will provide SharePoint site login details to the nominated point of contact via email, including a guide for how to access the SharePoint site. Since establishing SharePoint site access for a nominated point of contact involves a number of steps, tenderers are encouraged to be expeditious in providing the details for their nominated point of contact to the Tender Administrator.

 

3.Once a SharePoint account has been established (per point 2 above), the nominated point of contact will be able to access and download Information Documents and potential future Addenda directly from the SharePoint site. 

Sensitive or Classified Information

The Tender Documents and Information Documents contain Sensitive Information. Further information regarding the Tenderer's obligations in respect of Sensitive and Classified Information is set out in the Disclaimer and Confidentiality Agreement and the Tender Documents.

Information Documents

Information Documents will be made available to the Tenderer by the Contact Officer via a SharePoint site, as described in points 1 to 3 above.

Industry Briefing

Details regarding the Industry Briefing will be provided by the Tender Administrator after its receipt of a completed and duly executed Disclaimer and Confidentiality Agreement.

PWC Act

The Works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).

Acknowledgment of Tender Open over the Christmas Stand-down Period

The Tender Documents are being released over the Christmas ‘Stand-down’ period due to capability related schedule constraints. To accommodate reduced business activities over this period an extended tender period of approximately 9 weeks has been adopted.

The Contract Award is anticipated in late March 2022

Commencement of services is anticipated for late March 2022, with Completion in first quarter 2027.
