ATTACHMENT A- CONDITIONS OF PARTICIPATION
CONDITIONS FOR PARTICIPATION
a. The Conditions for Participation applicable to this RFT process are that the Tenderer attends the mandatory briefing and site inspection for each site listed below.
b. A Tenderer that does not meet the Conditions for Participation set out in this Attachment A will be excluded from further participation in this RFT process, and any Tender submitted by that Tenderer will not be evaluated.
c. Where a Tenderer is rejected for failure to meet the Conditions for Participation, the Tenderer will be advised in writing that the Tender has been rejected for this reason.
Mandatory Briefing and Site Inspection
It will be Condition for Participation of this tender process that potential Service Providers attend the inspection of all sites and briefing session on Monday 30 April 2012 commencing at 5.00pm. The briefing session will be held at the conclusion of the site inspection at the John Gorton Building at approx. 9:30pm. The Services will be discussed at the briefing session and Service provider will have the opportunity to ask questions.
To facilitate compliance with this Condition of Participation, Finance will issue a certificate of attendance to each Service Provider who attends the site inspection and briefing. Service Providers must submit the certificate of attendance with their Tender.
Any Tender that is received that does not contain a valid certificate of attendance will be deemed to have failed to meet the Conditions for Participation and will be set aside and not further considered.
Site inspections will be conducted at each building during on Monday 30 April 2012. The site inspections will only be conducted once and potential Service Providers must register for and attend the site inspection for each building.
Site inspections will be conducted outside of Business hours. The timetable for site inspections is set out in the RFT 15.6.
Nomination of representatives prior to the site inspection
To assist Finance with managing the duration and number of site inspections potential Service Providers are strongly encouraged to nominate a maximum of two representatives prior to the date of the Site inspection via email to BSBProcurement@Finance.gov.au. Please put the words Site Inspection in the subject field and include the names of your representatives and your company name in the email.
Registration at each site
The representatives of each Service Provider must sign an attendance register at each site visited. Each Service Provider's representative attending the site inspections will be required to sign in and sign out of each site, and to abide by any reasonable direction issued by Finance staff conducting the site inspection.
Initial term of 2 years plus 3 x 1 year extensions.
