The Department is seeking to establish a comprehensive national network of suitably qualified organisations (to be known as ‘Industry Partners’) to deliver specialist business advisory and facilitation services to eligible businesses for the Programme’s Business Management and Research Connections elements.  It is expected that up to 12 Industry Partners will be engaged and are each able to engage a minimum of five specified personnel.  The network of Industry Partners must enable the Programme to reach eligible businesses Australia wide.

The Industry Partners will be required to promote the Programme services to eligible businesses, through business development activities to their own networks or memberships, to ensure adequate take up and maintain demand for Programme services.

The Industry Partners will also provide the Department with market and industry intelligence relating to the Programme’s eligible industry sectors, through their understanding of and linkages to businesses and through the delivery of services for the Programme.

Accordingly, the Department invites suitably qualified organisations, consultants, or contractors to submit a tender to deliver specialist business advisory and facilitation services for the Programme.

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.

The tenderer should note that the Indigenous Opportunities Policy (IOP) applies or may apply to this procurement and any resultant contract valued over $5 million.  Unless the tenderer has already done so, the tenderer is required to have an Indigenous Training, Employment and Supplier Plan approved by the IOP Administrator within 90 days of execution of any resultant contract with an estimated value of more than $5 million (GST inclusive).  More information on Indigenous Training, Employment and Supplier Plan requirements and the associated Indigenous Opportunities Policy Guidelines can be found at http://www.employment.gov.au/indigenous-opportunities-policy.
