Registrations are invited from suitable qualified entities to undertake the role of Head Contractor for certain works on the basis described in the Invitation to Register Interest.

The Works described in this Invitation to Register Interest are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth). At the time of issuing this Invitation to Register Interest, the Works are subject to approvals as required under that Act.

The works will provide facilities and infrastructure to support the delivery of new Defence equipment at eight separate locations across Australia. The Works under this Project will support key equipment including the following:

*     M777A2 Howitzers;

*     Heavy Integrated Load Handling System (ILHS) vehicles (trucks);

*     Trailers and Flat Racks that will be used by the ILHS vehicles;

*     Bushmaster Protected Military Vehicles (PMV);

*     Ammunition Storage Modules to support the carriage of related ammunition when required; and

*     Joint Fires Observer (JFO) / Joint Terminal Attack Controller (JTAC) simulators.

The proposed works for this Project are three separate works packages (Northern Package, Southern Package and Eastern Package) - each as further described below. 

The Works include the following: 

(a)     Works Package 1 – Northern Packagewhich comprises Works at:

        (i)     Gallipoli Barracks, Enoggera, QLD:

A.     construction of a new repair parts store. The building will comprise steel frame structure with a forklift trafficable concrete floor, shelving and cages for storage, a small office space and ablution facility with an external carport area for ammunition storage modules. The exterior of the building and roof will be metalcladding;

B.     adaptive reuse of an existing repair parts store and demolition of an adjacent small demountable office structure (ATCO style building); and

C.     construction of a new secure JFO/JTAC Simulator Facility. The building will comprise of a steel frame structure with plasterboard walls and acoustic absorption panels to achieve appropriate acoustic ratings. The exterior of the building includes both horizontal metal cladding and masonry cladding. The roof is to be single span metal cladding;

(ii)   Lavarack Barracks, Townsville, QLD:

A.     extension of an existing repair parts store. The   building will comprise steel frame structure with a forklift trafficable concrete floor, shelving for storage and a small office space. The exterior of the building will be metal cladding;

B.     construction of a new secure JFO/JTAC Simulator Facility, noting the same considerations for thise element of the Works as the simulator to be constructed at Gallipoli Barracks;

C.     construction of new garages for heavy ILHS vehicles, PMV and ammunition storage modules. The buildings will comprise of steel frame structures with metal cladding roof over concrete slab floors;and

D.     construction of concrete and paved hardstand to support parking of trailers and flat racks and area for vehicle circulation;

(iii)   Robertson Barracks, Darwin, NT:

A.     extension of an existing repair parts store. The   building will comprise steel frame structure with a forklift trafficable concrete floor, shelving for storage and a small office space. The exterior of the building will be metal cladding;

B.     construction of a new secure JFO/JTAC Simulator Facility, noting the same considerations for this element of the Works as the simulator to be constructed at Gallipoli Barracks;

C.     construction of a new secure garage for howitzers, heavy ILHS vehicles and ammunition storage modules. The building will comprise of a steel frame structure with a metal cladding roof over concrete slab floor; and

D.     construction of concrete hardstand to support parking of trailers and flat racks and area for vehicle circulation;

(b)     Works Package 2 – Eastern Packagewhich comprises Works at:

(i)     Puckapunyal Military Area, Puckapunyal, VIC:

A.     construction of a new garage for heavy ILHS vehicles and ammunition storage modules. The buildings will comprise of a steel frame structure with a metal cladding roof over concrete slab floor;

B.     construction of a new secure JFO/JTAC Simulator Facility, noting the same considerations for this element of the Works as the simulator to be constructed at Gallipoli Barracks;

C.     construction of concrete hardstand to support parking of trailers and flat racks and area for vehicle circulation;

D.     construction of a replacement outdoor training shelter. The training shelter will comprise steel frame structure. Metal cladding to be used for roof and walls over a gravel floor; and

E.     demolition of an existing outdoor training shelter and an Army physical training facility called a Run, Dodge and Jump; 

(ii)    Holsworthy Barracks, Sydney, NSW:

A.     construction of a new secure JFO/JTAC Simulator Facility, noting the same considerations for this element of the Works as the simulator to be constructed at Gallipoli Barracks; and

(iii)   RAAF Base Williamtown, Newcastle, NSW:

A.     construction of a new secure JFO/JTAC Simulator Facility, noting the same considerations for this element of the Works as the simulator to be Constructed at Gallipoli Barracks;

(c)     Works Package 3 – Southern Packagewhich comprises Works at:

(i)    Campbell Barracks, Perth, WA: 

A.     construction of a new secure JFO/JTAC Simulator Facility. Same considerations as per Gallipoli Barracks;

(ii)    Proof and Experimental Establishment, Port Wakefield, SA:

A.     construction of new secure garage for a howitzer. The buildings will comprise of a steel frame structure with a metal cladding roof over concrete slab floor; and

B.     construction of asphalt hardstand to support forklift and heavy ILHS vehicle movement.

To Submit a conforming Registration of Interest:

1.     The Registration of Interest must satisfy the minimum form and content requirement being that the Applicant must complete and submit Schedule D - Building Code 2013; and

2.     the Applicant must, at the time of submitting its Registration of Interest, satisfy:

A.     each condition for participation as follows:

1)     the Applicant complies with the Building Code 2013; and

2)     the Applicant must not be precluded from tendering for Australian Government funded work or specifically excluded from participating in this registration of interest process; and

B.     each additional condition for participation stated in Schedule E - Additional Conditions for Participation (if any).

At the time of issuing this Invitation to Register Interest, the works are anticipated to commence in April 2017 with completion of all Works Packages on or before April 2018.
