DFAT operates SAP for financial management and Oracle PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management for human resource management. This document outlines the support DFAT requires to effectively operate these Enterprise Resource Planning (ERP) systems. Third level support, system administration, development and corporate support of SAP and PeopleSoft is outsourced. All user requests for the SAP and PeopleSoft support component are managed by Financial and Human Resources Support Section (FHS) helpdesk that refers jobs to the third level support contractor, where necessary. The SAP and PeopleSoft technical support and management is managed through the Application Development Section (ADS) within the Information Management and Technology Division (IMD) to the outsourced contractor.

The outsourced contractor has all technical release management responsibility of DFAT’s approved change requests for SAP and PeopleSoft. The outsourced contractor is responsible for maintenance and regular patching of the applications. DFAT is responsible for maintenance of the supporting hardware, networks and IT infrastructure.

SAP was implemented Australia wide for DFAT in July 1999, and has since been deployed to all DFAT overseas missions. There is one central instance of SAP in Canberra that provides the financial management system for DFAT. It is also the human resource management system for locally engaged staff at two overseas locations, the UK and USA.

PeopleSoft Human Resources and Enterprise Learning is the primary source of HR information for DFAT Australian Public Service (APS) personnel, Locally Engaged Staff (LES) and Persons of Interest (POI). PeopleSoft provides Global Payroll (GP) services for all APS personnel based in Australia and overseas missions and Locally Engaged Staff (LES) located in Port Moresby.

PeopleSoft also serves as the central repository of HR information for all other DFAT systems such as SAP HR and Microsoft Forefront Identity Manager.

Tenderers must demonstrate compliance with the following Conditions for Participation:

(a)                 the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Workplace Gender Equality Act 2012 (Cwlth);

(b)                 the Tenderer (and any of its proposed subcontractors) must not be named on the consolidated list of individuals and entities subject to targeted financial sanctions under the Charter of the United Nations Act 1945 or the Autonomous Sanctions Act 2011;

(c)                 the Tenderer (and any of its proposed subcontractors) must not be bankrupt or insolvent;

(d)                 the Tenderer (and any of its proposed subcontractors) must not have any judicial decision against it relating to employee entitlements (not including decisions under appeal), that has not been met in full by the Tenderer; and

(e)                 the Tenderer (and any of its proposed subcontractors) must comply with the relevant requirements of the Fair Work Principles.
