The Department of Defence is seeking to establish a Panel arrangement under a Standing Offer for Serial Publications and Related Services on behalf of the Commonwealth.
The Commonwealth requires a range of Serial Publications, including but not limited to journals, magazines and monograph series, on a range of subject areas. The access method for the Serial Publication must be one of the following:
- Print
- Online
- Print plus online
Tenderers are invited to offer one or more Serial Publications for consideration.
The Standing Offer will be available to be used by all agencies that are subject to the Financial Management and Accountability Act 1997 and all Commonwealth Authorities subject to the Commonwealth Authorities and Companies (CAC) Act 1997.
The Department of Defence will hold an Industry Briefing for this Standing Offer on the 20 November 2012. For further information see:

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:
a. The Minimum Content and Format Requirements as set out in clause 5.3 in the Conditions of Tender ; and
b. The Conditions of Participation as set out in clause 5.4 in the Conditions of Tender.
The term of the Standing Offer will be three years with the option of three, one-year extensions. The Standing Offer will commence on 30 June 2013.
