The Overseas Property Office (OPO), Department of Foreign Affairs and Trade (DFAT) invites tenders to join a panel for the delivery of Professional, Construction and Trade Services.  OPO is a division-level office of DFAT established to manage the overseas owned property estate, which has a market value of around $1.5 billion.  OPO oversees project management services for the delivery of major construction works, including security related works. OPO proposes to enter into a Deed of Standing Offer arrangement with suitably qualified and experienced personnel capable of providing professional, construction and trade services to various locations in the overseas environment.

Subject to paragraph 13, DFAT will exclude a tender from further consideration if DFAT considers that the tenderer does not 
comply with the conditions set out in paragraph 8.1 and the conditions for participation set out below.
a. the tenderer (or any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for
Women in the Workplace Act 1999 (Cth),
b. the tenderer (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as
terrorists under the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2008,
c. the tenderer (and any of its proposed subcontractors) must not be bankrupt or insolvent,
d. the tenderer (and any of its proposed subcontractors) must not have any judicial decision against it relating to employee
entitlements (not including decisions under appeal), that has not been met in full by the tenderer, and
e. the tenderer (and any of its proposed subcontractors) must comply with the relevant requirements of the Fair Work Principles.
