The Australian Government announced in the 2010-11 Budget, funding to undertake detailed planning on the Moorebank Intermodal Terminal Project at Moorebank, Sydney, New South Wales, with the staged development of the Moorebank Intermodal Terminal expected to start in 2013, subject to final approval.  The Moorebank Project Office seeks a Lead Adviser to assist in the detailed planning for the Moorebank Intermodal Terminal, including the preparation of a Scoping Report and Detailed Business Case, and advising on a range of commercial, engineering, design, environmental and planning issues associated with the development and delivery of the Moorebank Intermodal Terminal. The Lead Adviser is also to undertake analysis of options for the commercial financing, construction and operation of the Moorebank Intermodal Terminal. The Lead Adviser will also undertake infrastructure planning studies, requirement definition and project due diligence studies leading to obtaining planning and environmental clearances.  Tenders are invited from suitably experienced industry professionals for the role of Lead Adviser for the Moorebank Intermodal Terminal Project. It is expected that the diversity of skills required will support consortia bids.

Interested organisations that wish to receive a Tender Request for the Lead Adviser role are to complete and return to the Moorebank Project Office, the Lead Adviser Tender Registration Documents.

To apply to receive a Tender Request, compliant Tender Registration Documents must be submitted by the Tender Registration Closing Time (2.00pm, Wednesday 4 August 2010). Finance will provide access information for the Tender Request within 2 business days after receipt of compliant Tender Registration Documents.

It is intended that the Lead Adviser will commence the Assignment by the beginning of September 2010.  It is expected that an Interim Report will be required by
30 November 2010 and a Final Scoping Report required by 7 February 2011.  Subject to the analysis and recommendations in the Scoping Report, a Detailed Business Case and documents for an approach to the market for financing, construction and operation by the private sector is required by 6 February 2012.  The Lead Adviser is intended to be contracted until 30 June 2012, to enable appropriate fee arrangements in the event the Assignment is not completed by the anticipated completion date for reasons outside the control of the Lead Adviser.
Finance reserves the right to extend the Contract for the provision of the Services for 2 extension periods of 3 months each in accordance with the process set out in the pending Draft Contract.
