Provision of Event Reporting Radio Telemetry System Equipment to be used mainly in legacy flood warning data collection networks.

:

The Bureau will exclude a Tender from further consideration if at any time before a contract is executed the Bureau considers that the Tenderer does not meet any one or more of the following conditions for participation:

a.       the Tenderer exists as a legal entity at the Closing Time (see paragraph 8.2.3 of the RFT);

In addition, the Bureau will exclude a Tender from further consideration if at the time of lodging its

Tender, the Tenderer is:

a.       precluded from Tendering for Commonwealth funded work; or

b.      subject to a judicial decision relating to employee entitlements, not including decisions under appeal, where the employee's claim has not been paid;

 

The Bureau will exclude a Tender from further consideration if at any time before a contract is executed the Bureau considers that the Tender does not comply with an essential requirement identified below

a.         System components shall be fully interchangeable with existing ERTS system components operated by the Bureau

b.         System components shall be able to coexist and function together with existing system components operated by the Bureau in an ERTS network

c.         All radio equipment shall be Australian Communication and Media Authority (ACMA) licensed for use in Australia

d.         The rainfall input shall accommodate connection to a tipping bucket rain gauge switch.

e.         River Level inputs shall consist of a digital signal from a shaft encoder, and an analogue signal (4-20mA) from a pressure transducer/transmitter. 

f.          The Tipping Bucket Raingauge supplied shall conform to the requirements given in Appendix B Requirements for Tipping Bucket Raingauge

g.         The supplier shall have representation and facilities in Australia for the service, repair and upgrade (whichever applicable) of the ERTS Equipment.

h.         Minimum allowable Mean Time To Failure (MTTF) of the system components shall be: for a field station, better than 12 months or 20,000 transmissions MTTF, for a repeater station, better than 18 months or 450,000 re-transmissions MTTF, and for a base station (receiver and decoder), better than 18 months or 450,000 transmission receptions MTTF.

i.           The Tenderer shall use a unique serial number to identify each and every piece of equipment supplied,  and this serial number along with the manufacturers model number shall be clearly displayed on the equipment and shall be quoted on all relevant documents (test reports,  delivery dockets etc.).\;

j.   The Tenderer shall utilise an OHS&E Management systems in accordance with the Work Health and Safety Act 2011, No 137, 2011. This can be either by submitting a copy of their OHS system, or evidence of certification of their OHS system

Expected to commence on the Deed Signature Date and conclude three years from that date with two one year extension options.
