Standing Offer for Electronic Information Resources and Related Services
The Department of Defence is seeking to establish a Panel arrangement under a Standing Offer for Electronic Information Resources and Related Services on behalf of the Commonwealth.
The Commonwealth requires a range of Electronic Information Resources, including but not limited to eBooks, Audiobooks, eJournals and Databases, which cover one or more of the following subject areas:
- Business
- Communities
- Defence
- Education and Training
- Engineering
- Environment
- Families
- Finance
- General Reference
- Health
- Information and Communications Technology (ICT)
- Information Science
- International Relations
- Standards and specifications other than those published by Standards Australia
- Knowledge Management
- Languages
- Libraries
- Management
- Medicine
- Military
- Psychology
- Public Administration
- Security
- Science
- Strategy
Tenderers are invited to offer one or more Electronic Information Resources for consideration.
The Standing Offer will be available to be used by all agencies that are subject to the Financial Management and Accountability Act 1997 and all Commonwealth Authorities subject to the Commonwealth Authorities and Companies (CAC) Act 1997.
The Department of Defence will be closed for normal business operations from Saturday 24 December 2011 and resume business on Wednesday 4 January 2012 (Christmas Stand Down). No questions regarding this RFT will be answered during Christmas Stand Down.
The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:
a. The Minimum Content and Format Requirements as set out in clause 5.3 in the Conditions of Tender ; and
b. The Conditions of Participation as set out in clause 5.4 in the Conditions of Tender.
The term of the Standing Offer will be three years with the option of five, one-year extensions. The Standing Offer is proposed to commence on 1 July 2012.
