The SAP Development Program is based on 3 key components which incrementally address the gaps identified in the SAP Business Case. The three components are:
• Component 1:  Technical Upgrade
• Component 2:  Identify Business Improvements
• Component 3:  Implementation of Business Improvements
DFAT commenced the SAP Development Program (SDP) in early 2010, with Components 1 and 2 of the program were completed in February 2011 and September 2011 respectively. These components included:
The upgrade of the existing Financials system to ECC6.0; and
The development of functional requirements and high-level designs for Component 3.

This RFT is for DFAT to procure the services of a suitably qualified and experienced Contractor to undertake the implementation of Component 3.

Tenderers must demonstrate compliance with the following Conditions for Participation:
(a) the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cwlth);
(b) the Tenderer (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as terrorists under the Charter of United Nations
(Terrorism and Dealing with Assets) Regulations 2008;
(c) the Tenderer (and any of its proposed subcontractors) must not be bankrupt or insolvent;
(d) the Tenderer (and any of its proposed subcontractors) must not have any judicial decision against it relating to  employee entitlements (not including decisions under appeal), that has not been met in full by the Tenderer; and
(e)  the Tenderer (and any of its proposed subcontractors) must comply with the relevant requirements of the Fair Work Principles.

It is envisaged that the agreement will commence in late September 2012.
