The 2013 review of the Australian Institute for Aboriginal and Torres Strait Islander Studies (AIATSIS) is to provide an independent examination and advice to the Australian Government on how:

- AIATSIS has been performing against its legislated functions (established in section 5 Australian Institute of Aboriginal and Torres Strait Islander Studies Act 1989);

- its role as a national research institution could be strengthened to further support Aboriginal and Torres Strait Islander research, higher education and training;

- AIATSIS contributes to broader Australian Government policy objectives and how this might be strengthened, including in: cultural diversity and social inclusion; Closing the Gap in Aboriginal and Torres Strait Islander disadvantage; and harnessing the resource of Indigenous knowledge to build our nation, economy and society;

- to assist Government in considering its response to the recommendations of recent inquiries in the scope of the review

The Department requires the services of a senior consultant, with the relevant subject expertise and standing amongst Indigenous stakeholders, to design and undertake the review of AIATSIS and to provide an independent report to the Australian Government. The services are to be performed under the guidance/advice of a Reference Group established by the Department.

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the Workplace Relations Act 1996 (Cth), the Fair Work Act 2009 (Cth), and Fair Work (Transitional Provisions and Consequential Amendments) Act 2009 (Cth) and obligations under the Work Health and Safety Act 2011 (Cth) and relevant occupational health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
