The purpose of this trial is to enable testing and refinement of analytical techniques for producing biometrically-enabled intelligence and determine requirements for an enduring, mature, biometrics information management solution. It is anticipated that the trial will involve a small team of Canberra based analysts and run for a period of at least six months.

It is intended that the trial explore the end-to-end cycle of biometrics-enabled intelligence, enabling:

a.) Upload of biometric data from theatre;

b.) Matching against stored biometric records from Australian collection activity and partner nations' biometric repositories;

c.) Production of biometric intelligence such as match reports and watch-lists;

d.) Sharing of Australian produced biometric data and biometrics-enabled intelligence with partner nations; and

e) Dissemination of these products back to users in the theatre.

All documentation should reference CIOG 026/12.

An Industry Briefing will be conducted at a Department of Defence premises in the Australian Capital Territory (ACT) on the 01 March 2012. Representatives of prospective tenderers at the briefing will be limited to two (2) personnel. Nominations to attend the briefing shall be forwarded in writing to the Contact Officer specified in the Conditions of Tender clause 1.6 by 23 February 2012.  The following details are required:

a.) tenderer's name and location; and

b.) full name of tenderer's representatives.

Representatives of prospective tenderers shall hold a current personnel security clearance at a minimum of NEGATIVE VETTING-LEVEL 1 (NVL1).  Prospective tenderers shall provide the following additional details for their representatives:

a.) nationality;

b.) date and place of birth; and

c.) current personnel security clearance and the Australian Government Department which issued the clearance.

The Commonwealth will not consider a joint tender for the Services.

The Commonwealth will not consider a part tender for the Services.

The Commonwealth will not consider an alternative tender for the Services not meeting the draft SOW.

The tenderer must lodge the original and three (3) hard copies of the tender and any supporting documentation.

Responses must not exceed, in total, a page limit of 150 pages of typed text per copy.

The Commonwealth requires that tenders submitted in response to this RFT remain open for acceptance for a period of not less than twelve (12) months after the Tender Closing Time.

The tender, including all attachments and supporting documentation, shall be written in English.

All measurements in the tender are to be expressed in Australian legal units of measurement unless otherwise specified by the Commonwealth.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with the Commonwealth's security requirements set out in the RFT documents.

The Proof of Concept Trial to be completed by November 2012.
