Printing and Production Services Multi-use List (MUL). The Request for Applications for Inclusion (RAI) to again re-advertise the MUL and call for new applicants, with the fourth term of the MUL to become operational on 30 October 2012 for a period of 12 months.

In 2009 a group of participating agencies established a MUL for printing and production services. Services became available on 30 October 2009. The MUL was refreshed in 2010 and 2011.

The Department of Human Services is now re-advertising the MUL again. Applications are sought from:

·           Organisations seeking to become members of the MUL for the first time;

·           Organisations which are current members of the MUL and are seeking to increase their categories of service; and

·           Organisations which are current members of the MUL and are seeking to retain their existing categories of service.

All current members of the MUL must respond to retain their membership. Any current members who do not respond will be removed from the MUL on 30 October 2012.

There are 16 categories of service for which applicants may seek inclusion:

1. Digital black and colour printing and finishing;

2. Offset colour printing and finishing <1,000 units;

3. Offset colour printing and finishing 1,000 to 10,000 units;

4. Offset colour printing and finishing 10,000 to 50,000 units;

5. Offset colour printing and finishing >50,000 units;

6. Offset black printing and finishing <10,000 units;

7. Offset black printing and finishing >10,000 units;

8. Security printing and finishing;

9. Forms printing and finishing;

10. Promotional items;

11. Specialised printing and finishing services;

12. Digital duplication services;

13. Video duplication services;

14. Audio duplication services;

15. Braille and specialist services; and

16. Production of customised polypropylene products.

As in prior years, this procurement is not part of the coordinated procurement contracting framework being administered by the Department of Finance and Deregulation, and does not represent a whole-of-government arrangement.

The arrangements established in 2009 allowed for any Australian government Agency to become a Participating Agency at any time, on an opt-in basis. There are currently 40 Participating Agencies.

Under the Commonwealth Procurement Rules (CPRs) all MULs are required to be re-opened at least every 12 months, to invite new applications for inclusion.

The MUL was readvertised in 2010 and in 2011 to invite new applications, and the third iteration of the MUL became operational on 30 October 2011.

Existing members of the MUL must respond to this RAI if they wish to retain their membership.

Existing members of the MUL who do not submit an Application to retain their membership will be removed from the MUL from 30 October 2012.

The MUL will consist of several contractors, however the final number of contractors is not defined and will depend on the assessment of individual Applications.

On 1 July 2011 Centrelink and the other Agencies of the Human Services portfolio formally became one integrated Agency, called the Department of Human Services (DHS). This procurement will be conducted under the auspices of the consolidated Agency, and all resultant head agreements will be executed by DHS.

:

1. The Applicant demonstrates that it has the relevant experience and expertise in delivery of the Categories of Service it has applied for, including provision of references.

2. The Applicant demonstrates that it has the capability and capacity to provide the Categories of Service it has applied for in accordance with the Statement of Requirement, including equipment, key personnel, and relevant locations.

3. The Applicant demonstrates that it complies with relevant business processes, legislation, policy and standards in accordance with the Statement of Requirement, including environmental standards.

4. The Applicant demonstrates that it offers to provide the Categories of Service under the terms and conditions of the Head Agreement.

5. Except in relation to promotional items and distribution services, the Applicant demonstrates that it provides the Services itself, and is not merely a broker, agent, manager, or dealer for the Services.

6. The Applicant demonstrates that it is financially viable.

The Multi-use List is expected to operate until 29 October 2014.
