Request for Tender for the provision of ICT Technical and Related Services Panel Arrangement (Domestic and Overseas)

The Department of Foreign Affairs and Trade (DFAT) seeks to establish a panel of suppliers for the provision of personnel with
relevant qualifications and experience to undertake short-term ICT technical and related services in Australia and at DFAT’s
missions located overseas, and invites tenders from organisations who are able to supply such personnel.
The technical and related services required includes electrical and communications cabling, communications project management,
technical, artisan, supervisory and IT services. Personnel nominated by a successful tenderer will be required to obtain an
Australian Government national security clearance. Australian citizenship will therefore be required.
No industry briefing will be held.
Tenderers must demonstrate compliance with the following Conditions for Participation:
(a) the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for
Women in the Workplace Act 1999 (Cwlth);
(b) the Tenderer (and any of its proposed subcontractors) must not be named on the consolidated list of individuals and entities
subject to targeted financial sanctions under the Charter of the United Nations Act 1945 or the Autonomous Sanctions Act 2011;
(c) the Tenderer (and any of its proposed subcontractors) must not be bankrupt or insolvent;
(d) the Tenderer (and any of its proposed subcontractors) must not have any judicial decision against it relating to employee
entitlements (not including decisions under appeal), that has not been met in full by the Tenderer;
(e) the Tenderer (and any of its proposed subcontractors) must comply with the relevant requirements of the Fair Work Principles;and
(f)the Tenderer (and any of its proposed subcontractors) must perform in accordance with the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry reissued in May 2012.
It is envisage that the panel will be operating by March/April 2013.
