Overseas Property Office: Property & Business Advisory Services Panel.
Canberra, Sydney, Melbourne, Adelaide, Perth, Brisbane, Darwin, Hobart
It is anticipated that, under this panel, tenderers will be required to provide the following advisory services for the domestic and overseas property portfolio:
1. Business case preparation
2. Statements of requirements
3. Functional design briefs
4. Property market research and analysis
5. Tenant representation
6. Cash flow forecasting
7. Alternate funding solutions
8. Whole-of-life costing
9. Net present value (NPV) analysis
10. Options analysis
11. Cost benefit analysis
12. Benefits realisation planning
13. Socio-political economic analysis
14. Risk management planning
15. Stakeholder strategy planning – communication and stakeholder engagement
16. Governance planning
17. Other property advisory services as required
Tenderers may tender to provide one, some or all of the services and DFAT may accept any tender in respect of one, some or all services for which a tenderer has tendered.

Tenderers must demonstrate compliance with the following Conditions for Participation:
(a) the Tenderer (and any of its proposed subcontractors) must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cwlth);
(b) the Tenderer (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as terrorists under the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2008;
(c) the Tenderer (and any of its proposed subcontractors) must not be bankrupt or insolvent;
(d) the Tenderer (and any of its proposed subcontractors) must not have any judicial decision against it relating to employee entitlements (not including decisions under appeal), that has not been met in full by the Tenderer; and
(e) the Tenderer (and any of its proposed subcontractors) must comply with the relevant requirements of the Fair Work Principles.
Delivery of services is expected to commence from September 2012.
