The Commonwealth Department of Defence seeks to engage the services of a Registered Training Organisation (RTO) for delivery of Training for the Defence Command Support Training Centre (DCSTC) from 17 October 2014 to 31 December 2017 with an option for a further 4 years.  The preferred supplier will be required to deliver nationally accredited vocational training to military students.

DCSTC has oversight and responsibility for the design, development and delivery of Command Support Training (CST) to Australian Defence Force (ADF) specialists in the disciplines of Information Communications and Telecommunications (ICT), Electronic Warfare (EW), Intelligence, Service Police and Music. In particular, the Defence Force School of Signals (DFSS) provides training for ADF ICT and EW Specialists and also supports developmental training for the Introduction Into Service of new communications capabilities to the ADF.

The Commonwealth is seeking a Registered Training Organisation (RTO) to provide a commercial solution for the delivery of CST at the DCSTC, principally, but not exclusively ICT training through the DFSS.

The preferred supplier will deliver commercial aspects of ICT training and underpinning technical skills and knowledge to ADF students, with the outcome being the award of qualifications by the RTO.

An Industry Briefing and tour of the existing training facilities will be held on Tuesday 24 June 2014 at Simpson Barracks, Watsonia, Victoria, 3085, Australia, commencing promptly at 1000hrs Eastern Standard Time and finishing 1300hrs.  Further instructions for tenderers regarding registration and attendance are contained in the Conditions of Tender clause 1.7.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:

 a.         the Minimum Content and Format Requirements specified in clause 3.3 of the conditions of tender;

 b.         the Conditions of Participation as specified in clause 3.4 of the conditions of tender; or

 c.          the Essential requirements as specified in clause 3.5 of the conditions of tender.
