The Department provides staff with a range of development opportunities to gain or enhance their skills or level of knowledge essential to good performance, good public administration and the ongoing work priorities of the Department.  The aim of the panel is to achieve excellence in program development, design and delivery by combining the knowledge and insights of a range of providers with the Department’s understanding of the demands and challenges it expects to face during the term of the panel. The majority of training locations will be in Canberra ACT, however there are requirements for services to be delivered throughout Australia as required.

The Department invites suitably qualified consultants/contractors to submit a tender to become part of a panel of providers who will develop and deliver a range of learning and development services for a period of up to five years commencing 13 January 2017.

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.


The tenderer and any subcontractor must be able to comply with the terms and conditions of the Draft Form Contract.

The tenderer must have addressed and satisfied each of the conditions of participation in Attachment 3.

It is anticipated that the panel will be put in place for a period of five years and will include access by other Agencies as detailed in clause 30.
