Request for Tender for the provision of Basin Analysis Services
By this Request for Tender (RFT) Geoscience Australia seeks to establish a Panel for the Supply Basins Analysis Services to cover provision of the following 5 categories of services:
Category 1 - Palaeontology and Age Determination;
Category 2 - Structural Geology;
Category 3 - Petroleum Geochemistry with two subcategories;
i) Organic Molecular, Isotopic & Kinetic Analyses; and
ii) Petrographic Services
Category 4 – Shale Gas Analysis; and
Category 5 – Regional Basin Analysis
The Conditions for Participation describe the minimum standards with which Tenderers must comply with for their submission to be considered. If Tenderers do not meet the Conditions of Participation, they will be excluded from the remainder of the RFT process.
The Conditions for Participation are:
a) the Tenderer and subcontractors must not be bankrupt or insolvent;
b) the Tenderer and its subcontractors must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth). (For Australian companies only);
c) the Tenderer and its subcontractors must not be listed as a designated entity by the Minister for Foreign Affairs by notice in the Gazette under s 15 of the Charter of the United Nations Act 1945 (Cth);
d) the Tenderer and its subcontractors must not have any unpaid claims against them (excluding those subject to appeal) in respect of judicial decisions relating to employee entitlements;
e) the Tenderer and its subcontractors must comply with the Fair Work Act 2009 (For Australian companies only); and
f) the Tenderer and its subcontractors must respect freedom of association and the right to representation. Specifically, the Tenderer must allow employees to be able to make a free and informed choice about whether to join a union and be represented at work.
Geoscience Australia will initially consider compliance with the Conditions for Participation as at the Tender Closing Time. However, Tenderers who cease to comply with the Conditions for Participation at any point in the Tender process will not be considered further.
