Request for Tender

The Department of Finance and Deregulation (Finance) is undertaking the Request for Tender (RFT) process to identify a number of domestic airlines to provide domestic air travel services to Customers under the terms of the Deed of Standing Offer.  Successful Tenderers selected under this RFT process will be expected to enter into the Deed of Standing Offer with Finance.

Finance will administer the Whole of Australian Government arrangements to facilitate Customers obtaining travel services.  The provision of domestic air services, which is the subject of this RFT, will include the provision of services to Finance for the Whole of Australian Government arrangements, as well as specific services to meet the domestic air travel requirements of each Customer.

Depending on a Tenderer’s response to the Request for Tender and any other information provided during the Request for Tender process, Finance will select a number of successful Tenderers as domestic air service providers which may then be selected by a Customer (through a Travel Management Services provider contracted to that Customer) to undertake domestic air travel services for the travellers of that Customer.

To apply to receive access to the ‘Request for Tender (RFT)’ documentation, organisations must complete and return unamended (other than the insertion of relevant details where appropriate) signed copies of the Tender Registration Form and the Deed of Undertaking (together the ‘Tender Registration Documents’).

The completed and executed Tender Registration Documents must be submitted no later than the Tender Closing Time as specified on AusTender (ATM Close Time) by scanning and sending via email to: travel@finance.gov.au

Prospective Tenderers who submit the Tender Registration Documents after the Tender Closing Time will not be provided with the RFT.  Prospective Tenderers should note that the Tender Closing Time is also the deadline for submission of responses to the RFT.  Prospective Tenderers should ensure that they submit the Tender Registration Documents as soon as possible to ensure that they have sufficient time to prepare a tender response after receiving the RFT.    
    
Prospective Tenderers who submit duly executed Tender Registration documents will receive instructions and password to access the RFT(s) for which they have registered.  Tenderers will also receive a password to access the related RFT(s) for which they have not indicated registration.  However, the Prospective Tenderer must treat as confidential all Commonwealth Confidential Information to which it has access via AusTender.

Finance will be conducting an industry briefing concerning this RFT.  Details of the time, date and location of the industry briefing will be advised to Tenderers before the briefing.  Finance expects to hold the briefing in the second week after the release date. Tenderers will need to have submitted duly executed Tender Registration Documents before the Industry briefing in order to attend that briefing for which the Prospective Tenderer has registered.  While an attendance at the industry briefing is optional, potential tenderers are encouraged to attend.

The services will be required for a term of 3 years, which may be extended by Finance (at its discretion) for 2 further periods, each being 1 year in duration on the terms of the Agreement.
