The Department of Defence requires the services of personnelsubstantial experience in fire engineering to provide technical advice and support services to the Estate Engineering Policy Directorate within Infrastructure Division.

The Fire Engineering Section provides specialist technical advice and guidance on fire engineering aspects and regularly reviews building design documentation and assesses dispensation requests for compliance with Defence policy and other statutory requirements. The Section is also responsible for reviewing and updating DI(G)ADMIN 20-26, the Manual of Fire Protection Engineering(MFPE) and associated guideline documents and templates.  The MFPE is the primary policy document when determining fire protection requirements for Defence facilities.

It is proposed to engage a primary consultancy firm and a secondary consultancy firm to provide the fire engineering section with technical advice and support services as required.  The primary consultants will be issued the majority of work in the first instance, while the secondary consultants will mainly be engaged where any conflict of interest situation occurs, when the primary consultants are unavailable in the timeframe required, to meet surge capacity or in other situations deemed necessary by Defence.

The Fire Engineering Section requires the assistance of two appropriately qualified people (per firm) that are capable of delivering all aspects detailed in the Project Brief.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:

 

  • The Lodgement of Tenders as specified in clause 1.12 of the Conditions of Tender;
  • the Minimum Content and Format as specified in clause 3.3 of the Conditions of Tender;
  • the Condition for Participation as specified in clause 3.4 of the Conditions of Tender; and
  • the Essential Requirements as specified in clause 3.5 of the Conditions of Tender.

 

The resources are required to be one of the following:

  • listed on the National Professional Engineers Register (NPER) maintained by The Institution of Engineers, Australia, for the area of practice of Fire Safety Engineering;
  • registered as a fire safety engineer with a State or Territory body; or
  • in a State or Territory where registration for the area of practice of Fire Safety Engineering is not available, fire safety engineers shall be either NPER listed or hold appropriate registration for the area of practice of Fire Safety Engineering in another State or Territory.

Initial contract period of 24 months with 4 x 6 month options to extend, to be exercised at the discretion of the Commonwealth.
