Garrison and Estate Management System (GEMS) Solution Implementer
The Garrison and Estate Management System (GEMS) has been identified as a critical enabler for the building maintenance and garrison services elements of the Non-Equipment Procurement stream of the Defence Strategic Reform Program (SRP). Achieving the GEMS deliverables as scheduled is very important so as not to delay the SRP reforms and savings.
The Solution Implementer is required to deliver the GEMS solution by December 2012.
The objectives of the GEMS solution are to:
a Support the stewardship of the Defence Estate and the delivery of Garrison Services and to improve decision making through the provision of:
i a robust and reliable repository of quantitative and qualitative information and data on the Defence Estate and Garrison Services, linked to appropriate corporate systems;
ii business intelligence and analytical tools drawing on quantitative and qualitative data to inform strategic planning, performance management and other estate and garrison support functions provided to a wide audience using statistical, graphical, visual, spatial and any other appropriate tools;
b Assist Defence to achieve Strategic Reform Program reforms and savings in relation to the Defence Estate and Garrison Services;
c Introduce and support industry best practice business processes;
d Automate business processes to provide greater business effectiveness and efficiency;
e Improve information sharing across areas involved in estate and garrison services;
f Facilitate exchange of electronic information between Defence and Defence contractors; and
g Form a component of the Defence Enterprise Resource Planning environment and be supported in the Defence Infrastructure Environment Standard Operating Environment.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:
a. the Commonwealth's requirement that any resultant contract be with an entity which is a SAP Services Partner;
b. the Commonwealth's security requirements set out in clause 2.7 of the Conditions of Tender;
c. clauses 4.2 and/or 4.3 of the Conditions of Tender;
d. clauses 4.4, 4.5 and 4.6 of the Conditions of Tender; and
e. clauses 5.4.6, 5.4.7 and 5.5.1 of the Conditions of Tender.
