The Department of Defence, High Frequency Modernisation Project JP2043, has a requirement to provide a signal enhancement capability at each of the Defence high frequency communications system receiver sites.  Project Nullarbor will provide this signal enhancement capability.

A phased approach has been selected to allow successive development and evaluation prior to proceeding to later phases.

The purpose of this tender is to complete Phase 4 of Project Nullarbor.

Project Nullarbor Phase 1, provided prototype development and evaluation and was successfully completed in 2004.  That phase demonstrated that the technical performance requirements for the system were achievable in a test environment.

Project Nullarbor Phase 2, involved the installation of a demonstrator capability to assess the performance and usability of that capability when operated remotely.

Project Nullarbor Phase 3 included an architecture review, risk reduction, scoping and system design activities for the full Nullarbor capability.  Phase 3 also developed specifications and the preliminary design documentation for a solution suitable for implementation in Project Nullarbor Phase 4.

Project Nullarbor Phase 4 is to further design, develop, and to install and support a fully operational Nullarbor System at the four Defence high frequency receiving stations with management and control terminals installed at primary and secondary management facilities in Canberra.  Data from previous phases will be made available to tenderers subject to the conditions of the RFT.

On 16 September 2011, the Commonwealth will release a RFT that has a security classification of RESTRICTED to prospective tenderers, who currently meet this security clearance requirement.  The closing date of the RFT will be 28 November 2011.

Potential tenderers currently holding security clearances at the Baseline (RESTRICTED) level as well as facility clearances to hold RESTRICTED information, who wish to receive the RFT should email the contact officer before 16 September providing details of having met these security requirements.
