The Department of Defence invites responses from prequalified service delivery organisations to provide Base Services. Base Services represents the range of activities currently delivered through Comprehensive Maintenance Services, Garrison Support Services and Base Services contracts and includes activities such as reactive and scheduled maintenance, fixed plant and equipment maintenance, hospitality & catering, access control, cleaning, grounds maintenance and other estate capability support activities.

The Department of Defence delivers Base Services throughout Australia to its properties, facilities and training areas in metropolitan, regional and remote locations. Base Services supports Defence capability and the Defence estate through the provision of services which are presented below in likely configuration for the purposes of contracting.

The services making up the Estate Maintenance and Operations Services (EMOS) Bundle comprise:

  • management, integration and co-ordination;
  • base services support centre;
  • estate upkeep;
  • cleaning and housekeeping;
  • land management;
  • pest and vermin management, control and treatment;
  • training areas and range management;
  • transport and airfield operations support;
  • laundry, dry cleaning and treatment;
  • sports and recreation;
  • reprographics and printing; and
  • commercial operations management.

Miscellaneous Services that may be 'packaged' individually are:

  • access control;
  • waste management;
  • hospitality and catering;
  • retails stores and petrol, oils & lubricants;
  • aircraft refuelling and rescue & fire fighting;
  • national program services; and
  • project delivery services.

The release of this RFT is supported by an Industry Briefing and Site Visits. The Industry Briefing is scheduled for Wednesday 24 October 2012, and will be held at RAAF Edinburgh in South Australia. Full details of the Industry Briefing will be issued as an Addendum to this RFT.

Site Visits are scheduled for sites in Adelaide from 24 to 26 October 2012 and sites in Sydney from 29 and 31 October 2012. The Adelaide Site Visits will commence immediately following the Industry Briefing.

Please note the size of each zip file particularly File 7.  Due to potential bandwidth congestion consideration should be given to downloading larger files during off-peak hours.

Tenderers should also note that the RFT contains significant volumes of data in support of Part 4 – Statements of Work. Section 1.5 in particular (Estate Upkeep) contains Estate Register information in .xls format which runs to several thousand A4 pages, however is intended for electronic analysis, not printing.

The Commonwealth will exclude a Tender from further consideration if the Commonwealth considers that the Tenderer does not comply with the Commonwealth’s security requirements set out in clause 1.28 of the Conditions of Tender at Part 2 of the RFT.


The Commonwealth will exclude a Tender from further consideration if the Tenderer proposes to provide any services that fall within the scope of the National Code of Practice for the Construction Industry (the code) and the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry May 2012, but the tenderer fails to provide a signed Declaration of Compliance in the form specified within Part 3 of the RFT.

Contracts entered into as a result of this RFT process are anticipated to have an initial service delivery period of six years, with extension options totalling a further four years.
