This Request for Tender (RFT) seeks to procure the following services in relation to the delivery of LLN training and assessment under the program:
- Standard Service Delivery which includes pre-training assessment (PTA) services, LLN training delivery and client progress assessments within one or more of the 170 specific Service Delivery Areas (SDAs), as described in Attachment 1 of this RFT; and
- Distance Service Delivery which includes PTA services, LLN training delivery and client progress assessments in any or the entire program’s SDAs, as described in Attachment 1 of this RFT.
The current contractual agreements with Service Providers expire on 30 June 2013. Service Providers with contracts due to expire in June 2013, including those that are extended, are able to submit a tender response for consideration of a new Service Delivery contract.
This tender exercise is designed to introduce other Service Providers into an SDA to deliver the program. This will lead to an increase in the number of training provider options across a wider geographical area making the program more accessible for eligible job seekers. The program will remain supported by experienced Service Providers while the new Service Providers reach maximum performance.
The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Equal Employment Opportunity for Women in the Workplace Act 1999 (Cth).
The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the Workplace Relations Act 1996 (Cth), the Fair Work Act 2009 (Cth), and Fair Work (Transitional Provisions and Consequential Amendments) Act 2009 (Cth) and obligations under the Work Health and Safety Act 2011 (Cth) and relevant occupational health and safety laws.
The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
To be eligible to conduct service delivery of the program tenderers at the time of submitting tender submissions must be an RTO.
