Request for Tender for the Provision of Internal Audit Services
The Tenderer will be required to undertake the following Services:
Compliance Audits – measure conformance with, and adherence to key controls, for example; laws, legislation, regulations, policies, plans, procedures and contract provisions;
Performance Audits (also known as performance evaluations) – evaluate the effectiveness and efficiency of programs, business processes, resource usage and generally include an element of compliance measurement;
Financial Audits – verifies the integrity of financial and operating information and the accuracy of what is to be reported. Examines controls and compliance with financial regulations; and
Information Technology (IT) Audits – measure the effiviency and effectiveness of new or ongoing computer and related systems, including during development of new systems or upgrades.
Management Initiated Reviews (MIR’s) are services commissioned and funded by managers of individual DIAC business areas to investigate a specific identified issue, operation or process. MIR’s are used in DIAC to:
- evaluate the effectiveness of a system’s internal controls and assist in its improvement;
- manage exposure to risk by putting controls in place to minimise the impact of unavoidable risk and identifying problem areas; and
- provide DIAC with a consultancy service where a solution is being sought and the project being requested is not designated as part of the IAP.
The proposed contract term will be two (2) years, with three (3) further options for DIAC to extend the contractual arrangement for a further 1 year each time.
