The Department invites interested parties to submit tenders in accordance with the RFT for the provision of Corporate Banking Services (the “services”)

The Department of Immigration and Border Protection (the Department) invites interested parties ("Tenderers") to submit tenders ("Tenders") in accordance with this Request for Tender (the "RFT") for the provision of Corporate Banking Services (the "services")

The Department is seeking innovative, cost effective and risk managed solutions to achieve its desired outcomes for the Services.

The Services required include, but are not limited to the provision of:

a)             accounts and deposit facilities and the facilitation of all payments to be made and received by the Department

b)             corporate credit card facilities for purchases, expenses and related accounts and transaction information services;

c)              merchant facilities (debit/credit card processing);

d)             e-commerce and internet banking facilities; and

e)             online facilities for receipting public monies.

Potential tenderers will be required to demonstrate compliance with specific legal requirements consistent with the Commonwealth Department of Finance and Deregulation’s “Instructions for Transactional Bankers” and the Core Protocols.

 

The Department also seeks to ensure:

a)         Competitive fees and charges;

b)         Strong and effective service relationship;

c)          Innovative banking services that support DIBP’s current and future business processes and related banking services requirements; and

d)         Achievement of DIBP’s business requirements as documented in the RFT.

Consistent with the Commonwealth Department of Finance and Deregulation’s “Instructions for Transactional Bankers” and the Core Protocols.

:

1)       The Department will not be conducting an Industry Briefing for this RFT.

 2)       The proposed Term of the Contract is for an initial Term of five (5) years. The Department may, at its sole discretion, extend the Term of the Contract by two (2) further periods, of up to two (2) years each.

:

Tenderers must meet the following Condition for Participation to participate in the tender process:

(a) A Tenderer is legal entity and has an Australian Business Number (ABN) or foreign equivalent;

(b) A Tenderer is a bank, within the meaning of the Financial Management and Accountability Act 1997, (FMA Act);

(c) The Tenderer must confirm:

i. it complies with the obligations, if any, under the Workplace Gender Equality Act 2012 (Cth) (WGE Act);

ii. whether it is a ‘relevant employer’ under the WGE Act; and

• if applicable, provide a current letter of compliance as part of the Tender submission; or
• provide confirmation that a letter of compliance will be provided prior to entering into any contract with the Department;

(d) the Tenderer must confirm:

i. it understands and complies with all relevant workplace relations law, work health and safety law and/or worker’s compensation law;

ii. it is not subject to an order from any court or tribunal decisions relating to a breach of workplace relations law, work health and safety law and/or worker’s compensation law with which the Tenderer has not fully complied or is not fully complying; and

iii. it has a Fair Work Act 2009 (Cth) agreement that was made on or after 1 January 2010 that includes genuine dispute resolution procedures.

(e) The Tenderer must confirm that, to the best of its knowledge after making diligent enquiry, neither it, nor its Subcontractors are currently engaging Illegal Workers;

(f) the Tenderer and its proposed Subcontractors are not listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and

(g) The Tenderer must confirm that neither it, nor any proposed Subcontractor, has a judicial decision against it relating to employee entitlements that is not under appeal or unpaid.

Minimum Content and Format Requirements:

(a) The Tenderer must provide its response as to whether it complies with each of the Conditions for Participation, where indicated in Table 6 - Attachment B (Tenderer Responses) Form.

(b) The Tenderer must attach to its Tender ‘a statutory declarations’ signed by an officer capable of binding the Tenderer's organisation in the form of Part 3 to Attachment B of this RFT (Tenderer Responses) Form with all mandatory fields substantially completed and any optional selections made as appropriate to the Tenderer's circumstances.

(c) The Tenderer must include in its Tender a completed and signed copy of the "Australian Government Fair Work Principles" statement, substantially in the form set out in Annexure 4 of Attachment B to the RFT, where relevant.

(d) The Tenderer must ensure that its Tender meets the following requirements:

(i) Tenders must include the statutory declaration(s) substantially in the form of Part 3 of ATTACHMENT B;

(ii) Tenders must include a pricing schedule substantially in the form of Part 5 of ATTACHMENT B;

(iii) all language, including in all attachments and supporting technical data, must be written in English;

(iv) unless otherwise specified in the Statement of Requirement, all measurement must be expressed in Australian legal units of measurement; and

(v) all prices must be stated in Australian dollars.

The successful tenderer is expected to enter into a contractual agreement before the end of March 2014.
