Tenders are invited from suitably qualified and experienced entities for the provision of financial advisory services on an “as and when required basis” to the Department of the Treasury. The Treasury intends to establish a panel of preferred providers under a Deed of Agreement.

The Panel will assist Treasury in policy design and implementation, on the following basis:

  • As particular policy issues arise, Treasury will choose one or more advisers from the Panel to assist with Treasury’s understanding of the issues, identifying the policy options, supplying quantitative modelling, and facilitating consultations/negotiations with stakeholders particularly the private sector.
  • Through this process, Treasury would seek to build sustainable relationships with panel members in order to achieve a stable and reliable financial services advisory capability.

The successful Tenderer/s must have a readily available pool of professional, qualified and experienced personnel who have the capacity and capability to provide independent technical expertise to Treasury in one or more of the following areas:

  • Capital markets, including hybrid and derivative securities.
  • Credit risk/assessment.
  • Quantitative analysis/financial modelling.
  • Structured financing.
  • Institutional structures including ownership, business models and capital management. 
  • Merger and acquisition arrangements and related financing instruments.
  • Accounting policy advice relating to financial transactions.

The Treasury intends to hold an Industry Briefing Session which is scheduled to be held at the Treasury building in Canberra ACT, on Friday, 5 March 2010 at 3.00pm. Please refer to RFT clause 15 for further information about the briefing session and the required registration process.

The Conditions for Participation applicable to this RFT process are that the Tenderer and its subcontractors:

  • must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cth);
  • must not have any unpaid claims in respect of judicial decisions (other than decisions subject to appeal) made against the Tenderer or its subcontractors relating to employee entitlements; and
  • must comply substantially with the standard terms and conditions of Treasury contract as set out in the Draft Deed of Agreement at Part V to this RFT.

It is anticipated that the services will be required to commence in early June 2010.
