The Commonwealth proposes to award a contract to a single prime contractor to deliver Comprehensive Maintenance Services (CMS), in accordance with the requirements of this Request for Tender (RFT) documentation, for nominated Defence establishments located in the South Australia (SA) area, including the provision of Base Services at the Defence Establishment Woomera.

Defence Support – Central and West (DS-C&W) is one of five geographic regions within DSG that provide a wide range of support services to Defence.  Within DS-C&W, the South Australia (SA) sub-region includes all of South Australia and also Broken Hill in New South Wales and Alice Springs in the Northern Territory. 
 
This CMS contract will cover the provision of Comprehensive Maintenance Services across the SA sub-region, along with the provision of a Call Centre service and a Management service.  Some additional services, traditionally referred to as Garrison Support Services, will only be delivered at Defence Establishment Woomera (DEW).

Comprehensive Maintenance Services include the following activities:

Performance Based Maintenance of Fixed Plant & Equipment (repairs and maintenance)
General Estate Works Management (repairs and maintenance)
Engineering Operations
Expert Estate Advice

Base Services include, in addition to Comprehensive Maintenance Services, the following activities:
Commercial Operations (Catering, Hotel/Motel, Village Store, Heritage Centre)
Accommodation
Cleaning
Access Control
Waste Management
Grounds Maintenance
Pest & vermin Control
Sports and Recreation Support
Stores Management
Petroleum Oils and Lubricants
Transport
Air Support
Firefighting and Rescue Services

An industry briefing will be held for potential tenderers on Tuesday 5 April 2011 at Edinburgh Parks 2 Theatrette in Adelaide. Attendance at the industry briefing is strongly encouraged. Site visits to key Defence establishments in the region will follow on 5 April 2011, and on Wednesday 6 April and Thursday 7 April 2011. Details of the industry briefing and site visits are provided in Part 2 of this RFT. Prospective tenderers wishing to attend the industry briefing and site visits must advise the Activity Information Contact for this RFT as soon as possible but at the latest by 1700 hours (ACT Local time) on Friday 1 April 2011.

Potential tenderers who have registered for this RFT with AusTender must obtain Part 4 Statements of Work and associated data packs. Due to file size restrictions within AusTender these can only be obtained via an email request to the Activity Information Contact at DSG.CMSandGSSAdvice@defence.gov.au

For registered parties nominating a delivery address within Australia, contact details including telephone number is requested to be supplied with the request for documentation.  These documents will be distributed by courier and requests which are received prior to 1400 (ACT Local Time) will be delivered the next day.  The couriers will require a signature from recipients.

Next day delivery can not be guaranteed where the delivery address nominated is a post office box as these will be delivered through ordinary mail rather than by courier.

Tenderers must meet all of the essential requirements and minimum conditions of participation stated in clause 1.2 of Part 2 of this RFT.  Tenders must also comply with all of the minimum content and format requirements stated in clause 1.21 of Part 2 of this RFT.

This contract is for an initial term of three years, with service delivery expected to commence in December 2011.  Options to extend the contract at the Commonwealth's absolute discretion for a maximum period of up to three years, may be offered to the successful tenderer.
