CIVIL MARITIME SURVEILLANCE AND RESPONSE SERVICES CMS04 Request for Tender Reference Number 03/0019 The Australian Customs Service (Customs) provides a civil maritime surveillance and response service to a wide range of government agencies. Coastwatch, a division of Customs, coordinates this service using a combination of contractors and government service providers. In April 2003, an Invitation to Register Interest (ITRI) in the Civil Maritime Surveillance 2004 (CMS04) project was released. Both a draft Statement of Requirements and a draft Request for Tender were released for comment by industry in November 2003 and April 2004 respectively. Customs now invites Tenders from suitably experienced and skilled organisations to provide civil maritime surveillance and response services. A downloadable copy of the Request for Tender and attachments is now available from the Customs web site at http://www.customs.gov.au under Business Opportunities – CMS04. Interested parties can obtain further information from Mr Mark Czehowsky on (02) 6275 6959 or e-mail cms04@customs.gov.au. Prospective Tenderers must register with the Contact officer. The close time for acceptance of Tenders was originally at 2.00 pm (AEST) on 28 October 2004. On 30 September 2004, the Director General Coastwatch extended the tender closing time by two weeks because it has been bought to his attention that the APET Electronic Response Format (ERF) was not made available to registered tenderers until later than was originally planned, following the RFT release. The Tender Closing Time is now 2.00pm (AEST) on Thursday 11 November 2004. Tenders must be marked RFT 03/0019 and lodged in the Tender Box, Australian Customs Service, Customs House, 5 Constitution Avenue, Canberra, ACT 2601. CMS04 RFT Addendum 1 was issued on 17 September 2004. CMS04 RFT Addendum 2 was issued on 30 September 2004. The RFT and RFT Addenda are available at the Customs website - www.customs.gov.au. A person intending to submit a Tender should, as soon as possible after the RFT is released, give written notice to the Contact Officer . Refer RFT Part A Clause 2.4. CMS04 RFT Tenderer will be provided with the CMS04 Electronic Response Format (ERF) to be used for CMS04 tenders. Note that the list of CMS04 RFT Tenderers will not be made publicly available.
