Description:

The Managing Contractor will provide technical, managerial and administrative resources to deliver the ASEAN-Australia Counter-Trafficking program.

The goal of the ASEAN-Australia Counter-Trafficking program is ‘to contribute to ASEAN Member States having effective justice systems that provide just punishment of traffickers and protect the human rights of victims’.

The program’s end of program outcomes are:

ASEAN's planning, monitoring and reporting of ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) implementation is increasingly effective and advances the protection of human rights;

ASEAN Member State criminal justice and related state agencies are increasingly capable of fulfilling their ACTIP obligations, in particular, those that uphold victim rights, and

ASEAN Member State criminal justice and related state agencies’ policies and practices are influenced by stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.

Services to be provided by the Contractor to support the ASEAN-Australia Counter Trafficking program include:

Technical assistance for national-level, international cross-border and regional-level capacity development;

Facilitation of policy dialogue between justice officials and other stakeholders, including through innovative approaches to participation and deliberation; and

Managerial and administrative functions to support this work.

Conditions for Participation:

(a) The Tenderer must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);

(b) The Tenderer must not be listed on the World Bank List or any similar List maintained by a development donor or is the subject of an informal investigation or temporary suspension which could lead the Tenderer becoming so listed;

(c) The Tenderer must not be subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and

(d) The Tenderer agrees to contract as a single legal entity.

Timeframe for Delivery:

Initial period: 1 October 2018 to 30 September 2023

Option period: Up to an additional 5 years.

From $1.00 to $37,300,000.00
