Airservices Australia (Airservices) is seeking suitably qualified and experienced organisations to plan, design, build, transition and manage a next generation network solution as part of the Enterprise Network Modernisation Program (ENMP).
As part of the ENMP, Airservices requires a network solution that is resilient, reliable, secure and flexible to support the continued delivery of safe and secure air traffic management and aviation firefighting services. A modern and scalable network solution is critical to the integration of new technologies and the execution of critical business strategic initiatives.
The ENMP encompasses all telecommunication and network services for the Operational - National Airways System (NAS), corporate data and interconnect gateways for external networks. The ENMP will have an impact on a diverse portfolio of network sites, equipment and technologies, providing many opportunities for a broad range of service providers.

Electronic responses will close 8.00am (AEST/AEDT) 03 April 2019.
Respondents must notify Airservices of their intention to respond via email to Airservices Contact Officer by 4:00PM AEDT, Tuesday, 12 March 2019. As part of the intention to respond, the Respondent must outline a key contact person for correspondence.
Airservices anticipates holding group briefing session(s) in Canberra and/or Melbourne. Invitations to the group briefing sessions will be restricted to Respondents who have confirmed their intention to respond by email to the Airservices Contact Officer. Invitations to the group briefing session(s) is on a first-come, first-serve basis.
The date and time slot for the REOI individual briefing sessions, if practicable, will be allocated to Respondents by Airservices. Sessions may be held in Canberra and/or Melbourne.
Respondents are to indicate its preference for the REOI individual briefing session in Canberra or Melbourne, in its Intention to Respond, noting that Airservices will accommodate Respondent preferences on a best endeavour basis.
Please note participation in all REOI briefing sessions is highly recommended but is not a prerequisite for submission of an REOI response.
The ENMP scope is comprised of the following three service bundles:
• Bundle 1 – WAN, LAN, Voice, Mobile and Security
• Bundle 2 – Radio
• Bundle 3 – Surveillance
Respondents will be able to respond to all bundles, to only one of the bundles or a combination of the three. Respondents are, however, required to have the capability to deliver all the components in the bundle(s) selected, either by delivering the services directly or by engaging a partner/sub-contractor to do so.
The preferred Respondent(s) for Bundle 1 will have lead responsibility for Network Management, Service Management and Program and Transition Management. However, the preferred Respondent(s) in Bundle 2 and 3 will also need to provide network and service management services related to their respective scope of the network and support Bundle 1 Respondent(s) during the transition and implementation phase of the ENMP.
The following are condition for participation for this REOI:
(a) The Respondent and any subcontractors proposed in the REOI must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).
(b) The Respondent and any subcontractors in the Respondent’s EOI must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade at http://dfat.gov.au/international-relations/security/sanctions/Pages/consolidated-list.aspx.
