The Department is seeking to engage a service provider to conduct a review of the Animal Welfare Standards and Guidelines development process. This review will investigate, report and make recommendations on:
(i) the strengths and weaknesses of the existing animal welfare standards and guidelines development process;
(ii) alternative models for developing animal welfare standards and guidelines including the advantages and disadvantages and relative costs of each model;
(iii) the effectiveness of stakeholder consultation in the development of standards and guidelines under the current model and alternative stakeholder engagement options; and
(iv) the design of animal welfare standards to ensure the language is regulation-ready and that there is consistency across all animal welfare standards.

The Department anticipates the value of the services detailed in this statement of requirement to be no more than $55,000 (inclusive of GST).  This figure has been provided to assist Tenderers to scope and price their Tenders accordingly. Tenderers are reminded that the Department is seeking competitive tenders for the services and the Tenderer’s price will be evaluated based on best value for money in accordance with the Evaluation Process detailed at Part 3 of the RFT.

Subject to the correction of unintentional errors of form, the Department will exclude a Tender from further consideration if it considers that the Tender does not meet the following Conditions for Participation:
(a) the Tenderer exists as a legal entity at the Tender Closing Time and Date; and
(b) at the time of lodgement of their Tender, Tenderers must not have been:
(i) precluded from Tendering for Australian Government funded work; or
(ii) subject to a judicial decision against them relating to employee entitlements, not including decisions under appeal, and have not paid the claim.

The resultant contract is expected to commence on 27 March 2013 and conclude on 27 June 2013
