The Service Provider must conduct, and report on, inspections of small generation units installed under the Small-scale Renewable Energy Scheme and in accordance with the Renewable Energy (Electricity) Act 2000 (the ‘Act’) and the Renewable Energy (Electricity) Regulations 2001 (the ‘Regulations’).  In performing these services the Service Provider must:
(i) perform inspections which will measure compliance of these systems, and their installation, with requirements to the Act and Regulations, including compliance with:
(ii) all applicable Australian Standards for the system components and their installation, including mounting and wiring; and
(iii) the Clean Energy Council’s (CEC) and any other industry guidelines in place at the time of installation;
(iv) perform both ‘roof-top’ and ’off-roof‘ checking of installations of systems in accordance with the inspection framework and checklist; and
(v) ensure that all systems found to present an imminent safety risk are rendered safe and the matter referred to the relevant State or Territory regulator within 24 hours or as soon as practical.

1. The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012.
2. The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth legislation and policies on the engagement of workers and complies with Commonwealth legislation and policies on the engagement of workers, including the Workplace Relations Act 1996 (Cth), the Fair Work Act 2009 (Cth), the Fair Work (Transitional Provisions and Consequential Amendments) Act 2009 (Cth) and obligations under relevant work health and safety laws.
3. The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
4. The tenderer, and any party proposed by the tenderer to provide any of the Services, must not at the time of tender be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth). A consolidated list of such persons, entities and associated assets is maintained by the Department of Foreign Affairs and Trade under the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth).
5. The tenderer or subcontractor/s conducting inspections on behalf of the tenderer must hold, or demonstrate the ability to obtain an electricians licence prior to the commencement of the panel arrangement, in each Australian State and Territory. Issuing authorities and relevant electrical licences:

6. The tenderer or any subcontractor/s conducting inspections on behalf of the tenderer must hold current, or demonstrate the ability to obtain, Clean Energy Council (CEC) full accreditation to Design and Install grid-connect photovoltaic power systems and stand-alone power systems.

The Contract is expected to commence on 1 July 2015 and conclude on 30 June 2018.
Two separate one year extension options will be incorporated into the Contract, to be exercised at the Clean Energy Regulator’s discretion. Extension options:
- Extension option 1: 1 July 2018 to 30 June 2019
- Extension option 2: 1 July 2019 to 30 June 2020
