Vanuatu Transport Sector Support Program (VTSSP) Phase 1 – Technical Assistance

AusAID, the Australian Agency for International Development, manages the Australian Government’s official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia’s national interest. AusAID is seeking a contractor to undertake the following development project in Vanuatu:
VANUATU TRANSPORT SECTOR SUPPORT PROGRAM (VTSSP) PHASE 1 – TECHNICAL ASSISTANCE
The VTSSP Phase 1 is the first phase of a long term partnership (10 to 15 years) between the Government of Vanuatu and the Government of Australia in the transport sector. VTSSP Phase 1 will commence by supporting the Ministry of Infrastructure and Public Utilities and the Public Works Department to improve rehabilitation and maintenance of road transport infrastructure, with a focus on agreed works in the provinces of Ambae, Tanna and Malekula.
The VTSSP Phase 1 will focus on strengthening and using local private sector capacity to undertake works, using small and medium scale contracting and labour based appropriate technology methods, managed through the Public Works Department, using Government of Vanuatu processes as much as is practicable. The successful contractor will be responsible for sourcing and managing a team of short term and long term technical assistance to build the capacity of the Public Works Department in technical works, labour based approaches, procurement and contracting, and support implementation of the VTSSP by the Government of Vanuatu.
It is anticipated that the project will commence in September 2009 and will continue over two (2) years with a potential extension of up to ten (10) months.
Selection will be on a one step basis. The closing date for submission of proposals is 2:00pm (Canberra time) Thursday, 4 June 2009.
