National Portrait Gallery of Australia Stage 2 Building Works – Invitation To Register Interest

INVITATION TO REGISTER INTEREST (ITR) for Works Package 1 and Works Package 2
Applicants are advised that this Invitation to Register Interest relates to two separate works packages:
(a) Works Package 1 - External Works; and
(b) Works Package 2 - Internal Works,
forming part of the National Portrait Gallery of Australia Stage 2 Building Works Project (Project).
Applicants may submit a Registration of Interest in respect of:
(c) Works Package 1 only;
(d) Works Package 2 only; or
(e) both Works Package 1 and Works Package 2.
The Applicant is requested to specify in Schedule A- Works Packages the Works Packages in respect of which it wishes to lodge a Registration of Interest.
In submitting its Registration of Interest, the Applicant acknowledges that:
(f) if it is invited to submit a tender for the contractor's activities and the works, it will only be permitted to submit a tender in respect of those Works Packages identified in Schedule A- Works Packages of its Registration of Interest; and
(g) Finance may, in its absolute discretion, decide to:
• award one contract to a single head contractor in respect of both Works Package 1 and Works Package 2;
• award separate contracts to separate head contractors in respect of each of Works Package 1 and Works Package 2; or
• not award a contract or contracts for any of the Works Program.
If the Applicant wishes to lodge its Registration of Interest in respect of both Works Package 1 and Works Package 2, it is requested to demonstrate, in Schedule A - Preliminary Proposal, any efficiencies, cost savings or ways in which it will otherwise maximise value for money for Finance if is the successful Applicant for both Works Package 1 and Works Package 2.
The Project and the Works
The National Portrait Gallery of Australia (NPGA) is an important public institution in the Australian cultural landscape. The building is the most significant building to be constructed in the Parliamentary Triangle for the last twenty years. The building provides gallery, reception and retail spaces as well as office accommodation, art-handling and storage areas.
The NPGA building in Parkes ACT will undergo Stage 2 building works in 2019 (Project). The Department of Finance (Finance) and NPGA are delivering the Project.
The NPGA will be closed to the public in 2019 from mid-late April 2019 for up to five months (Milestone 1) to allow the internal works to be completed. The external works will be completed in two stages, with the first being completed within four months from the Gallery’s closure and the remainder being completed within a further two months (six months total) (Milestone 2).
(h) The works comprise two separate works packages, including:
• Works Package 1 - External Works: The external works consisting of the replacement of the waterproof membrane to the external podium area of the building.
• Works Package 2 - Internal Works: The internal works include the replacement of the existing timber floors in the gallery spaces and elsewhere in the building with new timber flooring systems and replacement of existing glass facades in the gallery spaces with new glass facades. There are two components to the internal works, being:
(i) Component 1: Replacement of the approximately 2050 m2 of existing timber floors in the gallery spaces and elsewhere in the building with new timber flooring systems; and
(ii) Component 2: Replacement of approximately 325 m2 of existing glass facades in the gallery spaces with new glass facades.
(i) Applicants that wish to lodge a Registration of Interest in respect of Works Package 1 - External Works will, if they are the successful tenderer for Works Package 1 - External Works, be required to engage Approved Subcontractors to perform the nominated components of the work for the items specified below:

ITR Industry Briefing:

It is not mandatory to attend the Industry Briefing.
The Industry Briefing pack will be issued via the Addendum following the conduct of the Industry Briefing.
Site Inspection:
The National Portrait Gallery of Australia is open every day of the year from 10am to 5pm, except 25 December 2018. The building can be inspected by appointment during these days or times.

At the time this Invitation to Register Interest is published on AusTender or otherwise issued to the Applicant, Finance anticipates that the award date for the contract will be in or about December 2018 with completion of the construction works in September 2019 (Works Package 1 - Internal Works) and October 2019 (Works Package 2 - External Works).
