Airservices is engaging the Information Communication and Technology (ICT) community to partner with an experienced, dynamic vendor, capable of working with our organisation as we transform our ICT service delivery from an internally managed environment to an externally provisioned, commodity based and agile managed service capable of providing right sized ICT services throughout the contract term.
As a Strategic Partner to Airservices, the successful Service Provider will modernise our Core Compute and End User Compute environments, delivering a commercially viable solution that will meet Airservices current computing needs now and into the future. This requires a Service Provider capable of partnering with Airservices and adopting a proactive approach to performance management and innovation ensuring that Airservices is positioned to provide modern and innovative services to our customers.

The Airservices IaaS RFP encompasses the procurement of the following managed IT services:
a) Core Compute Services; and
b) End User Compute (EUC) Services; and
c) Associated Transition & Transformation, Cross Functional, Governance & Reporting Services required for successful delivery of Core Compute Services and End User Compute Services.

The requirements for these Services are specified in Part 2 of this RFP.

The following service and commercial outcomes are expected to be achieved through this procurement:
a) Relocate and manage (including support and maintenance) – End User Compute functions and Core Compute functions from Airservices (including AWB and CDC Hume premises) with Service Provider supplying associated data centre facilities, support services (including resources) and infrastructure;
b) Managed Service – contracted commodity IT services for End User Compute and Core Compute provided to Airservices on a flexible performance basis, covering all Airservices locations, including remote sites;
c) A reduction in whole of life costs;
d) An emphasis on service management, relationship governance, contract management and Service Provider performance; and
e) An active partner willing to proactively collaborate with Airservices and share risk.

Please note that funding for the project has not been approved and that progression to contract will be subject to the approval of a business case by Airservices’ Board.

Service Providers are required to submit proposals for the full scope of Services, to all Sites, as described in this RFP. Service Provider proposals for single service towers, or servicing only some Airservices Sites, will not be considered for evaluation.

Airservices has identified the following 5 procurement phases:

a) Phase 1 – RFP Development: During this phase Airservices has processed all inputs and learnings from the RFI phase and collected the business requirements as captured in this RFP;
b) Phase 2 – Market Engagement: During this phase Airservices has released the RFP via AusTender as an open tender to the market. This document describes the process and specifics of this phase (e.g. clarification protocol);
c) Phase 3 – Service Provider RFP Response Evaluation: During this phase Airservices will evaluate all proposals received from the Service Providers and will down-select to maximum 5 Services Providers;
d) Phase 4 – Solution & Commercial Dialogue: During this phase Airservices will invite the down-selected Service Providers for Solution & Commercial Dialogue sessions. The objective is to perform a deep dive into the proposed solutions, possible alternatives and allows for open dialogue between Service Provider and Airservices. The goal is to remove (all) assumptions and to increase the likelihood of a successful transition and partnership.
e) Phase 5 – Negotiation & Contracting: During this phase Airservices will start Negotiation and Contracting sessions with up to 2 Service Providers.  The objective is to eliminate any remaining commercial and contractual issues between Service Provider and Airservices and capture the outcomes in the respective Outsourcing Services Agreement including schedules.

The following are condition for participation for this RFP:

(a)     The Service Provider and any subcontractors proposed in the RFP must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

(b) ASD certification of Data Centres is a mandatory requirement.

(c) The Service Provider is requested to confirm that the Services will be compliant with the UNCLASSIFIED DLM classification requirements as set out in the ISM (this is a mandatory requirement).

A Proposal must be lodged through Austender in accordance with the AusTender terms and conditions of tendering and the provisions of this Invitation to Supply Airservices requires that the Proposals are provided in the document format specified. Do not submit any responses in a RAR compressed file format.
