With the emergence of a broad and diverse training market, the Department is exploring the opportunity to establish a collaborative interface between the Institute and the Education Sector, allowing the Department to set strategy and the Sector to deliver its current units of delivery and education and training more broadly and dynamically.  This may result in the provision of directing support to underwrite or reduce the direct cost of target groups accessing training in specified fields by nominated providers. The Department is particularly interested in making more material accessible on-line and it is also willing to support attempts at multi-sector and multi-state engagement to encourage improvements in communications and interoperability.

The Department will be conducting an industry briefing concerning the RFT. Details of the industry briefing are:

Attendance at the industry briefing is optional; however Potential Suppliers are encouraged to attend.

The Department will exclude an EOI from further consideration if at any time before a deed of standing offer is executed the Department considers that the Potential Supplier does not meet the following conditions for participation:
a. the Potential Supplier exists as a legal entity at the Closing Time.

To be considered for participation in an collaborative arrangement, Potential Suppliers must meet the following conditions:

Threshold Conditions for Participation – Potential Suppliers need to demonstrate:

a. Registered Training Organisation status

b. Commitment to contributing to and maintaining educational standards across the emergency management spectrum

c. Registration to offer identified skills and relevant qualifications

d. Establishment in an accessible location. Collectively, the Partnership will see providers located in major population centres (resulting in eventual National coverage)

e. Cost effectiveness

f. Ability to support Stakeholders

g. Education and training capabilities

h. Utilisation of fit for purpose IT Technology, notably able to deliver courses on-line, and

i. Capacity to provide services to the emergency management volunteers.

Qualitative Conditions for Participation:

j. Demonstrated capacity to provide quality training services to the sector in the nominated skill categories

k. Demonstrated capacity to offer a range of delivery modes, and

l. Demonstrated understanding and capacity to work within the Partnership, to deliver national strategic policy outcomes.

The Department intends to notify the successful EOI applicants by late April 2015.

If the Department elects to proceed to an RFT process, only the successful EOI applicants will receive the RFT.
